Course Overview

The Quantity Surveying & Commercial Management for Construction Projects Training Course equips quantity surveyors, cost managers, commercial managers, contract administrators, and project professionals with the practical knowledge and skills needed to manage the cost and commercial aspects of construction and infrastructure projects from early design through final account. In government entities, ministries, public authorities, developers, utilities, energy and industrial organizations, and construction contractors and consultants, effective quantity surveying and commercial management are essential for controlling costs, protecting commercial positions, ensuring fair payment, and avoiding disputes. The quality of measurement, estimating, valuation, and change management directly affects project profitability for contractors and value for money for clients. Commercial problems on construction projects often arise from avoidable weaknesses. Cost plans may be prepared without sufficient design information or benchmarking, bills of quantities may contain errors, omissions, and ambiguous descriptions, and tender evaluations may focus on total price without analyzing rates, qualifications, and risks. During construction, interim valuations may be inaccurate, variations may be instructed without clear valuation, records may be incomplete, price escalation may not be managed, and cost reports may not reconcile cost with value. Claims for extensions of time and additional costs may be poorly prepared or assessed, subcontract accounts may be neglected, and final accounts may take years to agree, tying up cash and damaging relationships. This course provides a comprehensive and practical approach to quantity surveying and commercial management, informed by internationally recognized measurement and cost management standards and widely used international and national standard forms of contract. Participants learn the roles of client-side and contractor-side quantity surveyors and commercial managers, the construction cost lifecycle, and the principles of measurement. The program covers cost planning and estimating across design stages, benchmarking and cost data, measurement and preparation of bills of quantities using recognized rules of measurement, tender documentation, rate build-up and pricing from the contractor's perspective, and tender analysis and evaluation from the client's perspective. Participants then learn post-contract commercial management, including interim valuations and payment applications, valuation of variations, dayworks, remeasurement, price fluctuation and escalation, cash flow forecasting, cost reporting and cost-value reconciliation, and subcontract procurement and account management. The course also addresses commercial risk management, value engineering, claims for extensions of time and additional costs, including prolongation and disruption, record keeping and substantiation, final accounts, dispute avoidance, digital and model-based quantity takeoff, and professional ethics. The course is delivered through an interactive, application-focused approach with measurement and estimating exercises, bill of quantities preparation, tender analysis workshops, valuation and variation calculations, claims assessment case studies, and final account simulations. Participants leave with a cost plan template, a measurement and bill of quantities checklist, a rate build-up worksheet, a tender analysis and comparison template, an interim valuation template, a variation valuation guide, a cost-value reconciliation template, a claims assessment checklist, and a final account template.

Learning Objectives

  • Analyze the roles of client-side and contractor-side quantity surveyors and commercial managers and the construction cost lifecycle on Day 1.
  • Apply internationally recognized measurement and cost management standards and principles of measurement.
  • Develop cost plans and estimates at different design stages using benchmarking and cost data.
  • Measure construction work and prepare bills of quantities with clear, complete, and unambiguous descriptions.
  • Prepare tender documentation and apply rate build-up and pricing techniques from the contractor's perspective.
  • Analyze and evaluate tenders, including arithmetic checks, rate analysis, qualifications, and risk assessment, from the client's perspective.
  • Prepare and assess interim valuations and payment applications in line with contract requirements.
  • Value variations, dayworks, and remeasured work and manage price fluctuation and escalation provisions.
  • Prepare cash flow forecasts, cost reports, and cost-value reconciliations that provide an accurate commercial position.
  • Manage subcontract procurement, payments, variations, and final accounts.
  • Prepare and assess claims for extensions of time and additional costs, including prolongation and disruption, supported by appropriate records.
  • Agree final accounts efficiently, apply commercial risk management and value engineering, and uphold professional ethics by the end of Day 5.

Who Should Attend

This course is designed for quantity surveyors, cost managers, cost engineers, estimators, commercial managers, and contract administrators working for clients, consultants, or contractors. It is also highly relevant for project managers, construction managers, contract managers, procurement professionals, and finance professionals involved in construction projects who need a practical understanding of quantity surveying and commercial management. It is particularly valuable for professionals in ministries, government entities, public authorities, and municipalities managing construction and infrastructure contracts; in developers and real estate organizations; in energy, utilities, oil and gas, and industrial organizations managing capital construction; in construction and engineering contractors and subcontractors; and in cost consultancy and project management consultancy firms. Early-career quantity surveyors and engineers moving into commercial roles will particularly benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain the responsibilities of quantity surveyors and commercial managers on both client and contractor sides.
  • Apply recognized measurement and cost management standards correctly.
  • Prepare reliable cost plans and estimates at different stages of design.
  • Measure work and produce accurate bills of quantities.
  • Build up rates and price tenders on a sound commercial basis.
  • Analyze tenders and identify pricing risks, errors, and qualifications.
  • Prepare and assess interim valuations accurately and on time.
  • Value variations and manage price escalation fairly.
  • Produce cash flow forecasts, cost reports, and cost-value reconciliations.
  • Manage subcontract accounts effectively.
  • Prepare and assess claims supported by proper records.
  • Agree final accounts efficiently and avoid commercial disputes.
