Course Overview

The Project Procurement Strategy & Contracting Models Training Course equips project directors, procurement and contract managers, commercial professionals, and project leaders with the knowledge and practical tools needed to develop sound procurement strategies and select the most appropriate delivery and contracting models for projects and programmes. In government entities, ministries, public authorities, developers, utilities, energy, oil and gas, and industrial organizations, healthcare systems, banks, and large corporations, a large share of project value is delivered through contractors, consultants, and suppliers. Decisions about how work is packaged, which delivery model is used, how contracts are priced, and how risks are allocated are made early but shape cost, schedule, quality, innovation, relationships, and dispute risk for the entire life of the project. Procurement strategy is often treated as an administrative step rather than a strategic decision. Organizations may default to familiar delivery models and lump sum contracts regardless of project characteristics, transfer risks to contractors who cannot manage them, or package work in ways that create excessive interfaces or limit competition. Market capacity and supplier appetite may not be tested, contract forms may be heavily amended without understanding the consequences, and evaluation criteria may focus on lowest price rather than value and deliverability. As a result, projects may attract high risk premiums, experience frequent variations and claims, suffer contractor distress, or fail to deliver the intended outcomes. This course provides a structured and practical approach to project procurement strategy and contracting models, informed by international procurement practice, public procurement principles, and widely used international and national standard forms of contract. Participants learn how to develop a procurement strategy by defining objectives, constraints, and success criteria, analyzing the supply market and market capacity, and designing work packaging and interface strategies. The program covers project delivery models, including traditional design-bid-build, design and build, EPC and turnkey, EPCM and construction management, management contracting, early contractor involvement, framework agreements, alliancing and integrated project delivery, and public-private partnership models such as build-operate-transfer and design-build-finance-operate. Participants then learn contract pricing and payment mechanisms, including lump sum, remeasurement, unit rate, cost reimbursable, target cost with pain and gain sharing, guaranteed maximum price, and incentive arrangements, and how each allocates risk. The course also addresses principles of risk allocation, the use and amendment of standard forms of contract, securities, guarantees, insurances, advance payments, and retention, prequalification and tender evaluation based on value, quality, and price, market engagement, local content and sustainability requirements, procurement governance and approvals, and aligning procurement strategy with project governance, controls, and contract management. The course is delivered through an interactive, application-focused approach with case studies of successful and unsuccessful procurement strategies, delivery model and contract type selection exercises, risk allocation workshops, and the development of a procurement strategy for a realistic project. Participants leave with a procurement strategy template, a market analysis and capacity assessment tool, a packaging and interface analysis template, a delivery model selection matrix, a contract pricing type comparison guide, a risk allocation matrix, a tender evaluation model, and a procurement strategy approval checklist.

It is particularly valuable for professionals in ministries, government entities, public authorities, and municipalities procuring infrastructure, building, and service projects; in developers and real estate organizations; in energy, utilities, oil and gas, petrochemical, and industrial organizations procuring capital projects and major services; in healthcare systems procuring facilities and equipment; and in banks and corporations procuring technology and outsourcing contracts.
