Course Overview

The Pooled & Value-Based Medicines Procurement Training Course focuses on the procurement decisions that are specific to medicines and medical supplies, going beyond general tendering and logistics. It covers quality-assured supplier prequalification, framework and pooled tenders, value-based award criteria, price referencing, and the contract clauses that protect continuity of supply. The program addresses the realities faced by central medical stores, procurement agencies, ministries of health, and hospital groups: fragmented demand, wide price variation for the same product, single-source dependency, substandard and falsified products, short shelf life on delivery, and recurring shortages of essential items. Participants will learn how to build product specifications around essential medicines lists and formularies, verify regulatory and manufacturing evidence, design lots and framework agreements, choose between pooled procurement models, and weigh quality, service, and total cost rather than unit price alone. Attention is also given to price benchmarking, abnormally low bids, managed entry agreements, and supplier performance management. Through tender design exercises, prequalification reviews, price-referencing calculations, evaluation workshops, and contract drafting activities, participants will develop the capability to obtain quality-assured medicines at sustainable prices while strengthening transparency, competition, and supply security.
