The National Tourism Strategy & Destination Governance Training Course equips ministry officials, tourism authority leaders, and destination executives with the policy and institutional skills needed to set a national direction for tourism and make it work across government. Across the Gulf and Africa, tourism has moved from a sector of its own to a pillar of economic diversification, employment, and national image, which means that decisions on visas, air access, land, skills, heritage, and investment are now spread across many agencies that do not naturally act as one. The course works at the level of policy and institutions rather than the physical planning of individual sites, master plans, or resort zones. Participants examine how a national vision becomes a strategy with clear choices about markets, products, regions, and the pace of growth; how the mandates of ministries, tourism boards, destination management organizations, regional authorities, and municipalities are defined and kept from overlapping; and how private operators, investors, and local communities gain a real voice through councils, partnerships, and structured consultation. Participants work with the international references that shape tourism policy, including the International Recommendations for Tourism Statistics, the Tourism Satellite Account, and the Global Sustainable Tourism Council Destination Standard, and they learn how to turn these references into working tools for government. National tourism data systems, performance indicators, budget and funding models, tourism levies as a policy choice, coordination on visas and air connectivity, crisis governance, and the balance between growth, carrying capacity, and community benefit complete the scope. The course is delivered through comparative case studies of national tourism reforms, policy drafting exercises, stakeholder mapping, governance design simulations, and a final strategy workshop. Participants leave with a stakeholder and mandate map, a strategic options paper, a destination governance model, a national tourism scorecard, and a draft strategy implementation roadmap they can adapt to their own institutions.
