The National & International Digital Government Indices Training Course focuses on the external measurement frameworks against which government entities are now assessed, rather than on general digital maturity self-assessment. It examines how the UN E-Government Development Index (EGDI) and its supplementary indices, the OECD Digital Government Index, the OECD OURdata Index, the World Bank GovTech Maturity Index, and national programs such as Saudi Arabia's Qiyas digital transformation measurement define, collect and evaluate evidence of digital government performance. Index results increasingly appear in national visions, sector strategies and leadership performance agreements, yet many entities treat them as an annual reporting exercise handled by a small team. Without a clear understanding of how each index is constructed, which data sources feed it and which criteria carry the most weight, organizations spend effort on documentation that does not move results and overlook the service, data and governance improvements that would. The program explains the logic of composite indices, including indicators, sub-indices, normalization, weighting and aggregation, and the differences in scope, unit of analysis and data collection between the UN, OECD, World Bank and national frameworks. Participants learn to read methodology documents critically, recognize comparability limits and avoid common misinterpretations of published results. Substantial attention is given to criteria interpretation and evidence management. Participants learn how to convert criteria into internal requirements with clear owners, build evidence registers, apply quality checks for relevance, completeness and traceability, and coordinate submissions and assessor clarifications across departments. Through portal reviews, index comparisons, evidence matrix exercises and an integrated final workshop, participants develop improvement plans that link index gaps to root causes, prioritized initiatives, accountable owners and internal pre-assessment cycles, ensuring that better index results reflect genuine improvements in government services and capabilities.
