This advanced training course provides a practical framework for planning, retaining, and localizing the health workforce across all professional cadres, not nursing alone. It goes beyond shift rostering and generic HR planning to cover health labor-market analysis, needs-based projections for physicians, nurses, pharmacists, allied health professionals, and administrative staff, and the management of international recruitment and migration. Participants will examine how ministries, health clusters, and hospital groups estimate future service demand, map the education pipeline, measure attrition, and turn shortages and surpluses into workable supply strategies, using established tools such as the WHO Workload Indicators of Staffing Need (WISN) method and National Health Workforce Accounts. Retention and localization receive equal weight: diagnosing why health professionals leave, designing retention packages for hard-to-fill specialties and remote facilities, applying the WHO Global Code of Practice on the International Recruitment of Health Personnel, and building training-to-hire pathways that grow national talent. Through labor-market exercises, cadre projections, case studies, and a final workshop, participants will build an integrated health workforce plan supported by clear monitoring indicators.
