Course Overview

The Event Risk, Crowd Safety & Security Management Training Course equips event managers, safety and security leads, venue operators, and public authority officers with the management systems needed to keep audiences, staff, and performers safe at planned events. Unlike general crowd control training, the course is specific to events: it follows risk through the event life cycle, from concept and venue design through ingress, show time, and egress, and it addresses temporary sites, one-off audiences, and the pressure of a fixed start time. Festivals, concerts, sports fixtures, national celebrations, and exhibitions across the Gulf and Africa all depend on this discipline. The course builds a structured approach to event risk. Participants apply ISO 31000 principles to identify and assess hazards, assign owners, and write proportionate controls. They examine how crowd behavior links to density, flow, audience profile, and event content, and how these inputs shape site layout, barriers, entry systems, stewarding plans, and communications with the audience. Heat, weather, family audiences, temporary structures, fire, and medical provision are treated as planning issues for management, not as technical specialties. Security is integrated with safety rather than handled separately. Participants look at threat and vulnerability assessment for events, search and screening policy, access zones, protection of guests, contracted security management, and coordination with police and civil defense. They also study the roles of the event safety officer and the event control room, escalation and show-stop procedures, incident management based on the ideas of ISO 22320, evacuation and invacuation decisions, and public information during an incident. The course is delivered through event incident case studies, site plan reviews, ingress and egress exercises, tabletop scenarios, and a final workshop. Participants leave with an event risk assessment, a crowd management plan outline, an event security plan framework, a control room and escalation procedure, and an integrated event safety plan they can adapt to their own events.

Learning Objectives

  • Explain how event risk differs from everyday site risk across the event life cycle.
  • Apply ISO 31000 principles to assess hazards and assign owners and proportionate controls.
  • Analyze crowd behavior through density, flow, audience profile, and event content.
  • Review site layouts, barriers, entry systems, and routes for safe ingress and egress.
  • Prepare a crowd management plan with stewarding, queuing, and audience communication.
  • Manage temporary structures, fire, heat, weather, and medical arrangements at planning level.
  • Assess threats and vulnerabilities and set search, screening, and access zone policies.
  • Manage contracted security providers and coordinate with police and civil defense.
  • Define the roles of the event safety officer, event control room, and multi-agency partners.
  • Design escalation, show-stop, evacuation, and invacuation procedures.
  • Plan incident communication, post-event review, and learning from incidents.
  • Integrate ISO 45001 occupational health and safety ideas into workforce planning and contractor arrangements.
  • Prepare clear public safety messages, including heat advice and changes to entry or exit arrangements.

Who Should Attend

This course is designed for event managers, event safety officers, security managers, venue and stadium operations managers, crowd and stewarding managers, and HSE professionals assigned to events. It is equally relevant for officers in civil defense, police, municipalities, and tourism, culture, and sports authorities who review, approve, or support event safety and security plans. They gain a shared language for reviewing plans with organizers. Professionals in event companies, exhibition and convention centers, stadiums, festival organizers, sports federations, and contracted security providers will find the course directly applicable. It is particularly valuable for teams preparing for larger public events, and for general security or HSE staff moving into event work. It also helps organizations that host recurring events strengthen their event safety management and document clearer responsibilities between organizer, venue, and contractors.

Learning Outcomes

  • By the end of this course, participants will be able to:
  • Explain why event risk needs its own approach across the event life cycle.
  • Build an event risk register with owners and proportionate controls.
  • Assess crowd risk using density, flow, audience profile, and event content.
  • Assess holding, entry, and exit capacity for a venue or temporary site.
  • Prepare a crowd management plan with stewarding and audience communication.
  • Review a site plan and improve ingress and egress arrangements with heat, weather, and medical needs in mind.
  • Prepare an event security plan framework integrated with safety planning.
  • Supervise contracted security providers and agency coordination.
  • Operate an event control room with clear logs and decision authority.
  • Apply escalation, show-stop, and evacuation procedures in a scenario.
  • Lead a post-event review and turn findings into improvements.
  • Prepare crowd and safety messages that keep the audience informed during disruption or change.

Course Outline

Course Outline:

Day 1

Event Risk Management Across the Event Life Cycle

  • What makes event risk different: temporary sites, one-off audiences, and fixed start times
  • Event types and risk profiles: festivals, concerts, sports, national celebrations, and exhibitions in hot climates
  • Lessons from past event incidents: common management failures and how they could have been anticipated
  • Roles and duties: event owner, organizer, venue, contractors, and public authorities, including who holds final decision authority
  • Applying ISO 31000 to events: context, identification, analysis, and treatment
  • Building an event risk register with owners and proportionate controls that can be reviewed by public authorities
  • Linking risk decisions to event content, timing, and audience profile instead of copying generic templates
  • Integrating occupational health and safety ideas from ISO 45001 into workforce planning and contractor arrangements
  • Practical application: participants build a risk register for an outdoor evening festival
Day 2

Crowd Dynamics and Crowd Safety Planning

  • How crowds behave: density, flow, pressure, and collective movement at entrances, stages, and exits
  • Audience profile, motivation, arrival pattern, and event content as risk factors
  • Warning signs of crowd build-up and the management decisions that respond to them
  • Capacity assessment: holding capacity, entry capacity, and exit capacity under normal and emergency conditions
  • Crowd management plan content and approval process with authorities and venue owners
  • Stewarding plans: numbers, briefing, positions, and supervision of contracted and volunteer teams
  • Queue design, ticket checks, and managing late arrivals and peak arrival surges
  • Audience communication: signage, public address, screens, and digital channels
  • Practical application: participants assess capacity and draft a crowd management plan for a stadium concert
Day 3

Site Design, Ingress, Egress, and Event Safety Arrangements

  • Reviewing a site plan through a safety lens: zones, routes, and pinch points
  • Ingress planning: approach routes, gates, and search areas sized to the expected arrival curve
  • Egress planning: staged release, transport links, and dispersal into the surrounding area
  • Barriers and front-of-stage arrangements at management level, including who decides on their use
  • Temporary structures: design review, inspection responsibility, and wind limits
  • Fire safety management and NFPA 101 life safety concepts for temporary venues
  • Heat, sandstorms, and severe weather triggers and decision points agreed before the event
  • Medical and welfare provision planning, including vulnerable attendees and lost children
  • Practical application: participants review a site plan and redesign ingress and egress routes
Day 4

Event Security Management

  • Threat and vulnerability assessment for events, scaled to profile, audience, and location
