Disasters are not simply natural events. A flood, earthquake, heatwave or industrial accident becomes a disaster when a hazard meets people, assets and services that are exposed and vulnerable, and when the capacity to cope is insufficient. Much of the resulting loss is therefore shaped by decisions taken long before the event: where cities expand, how buildings and infrastructure are designed, how land and water are managed, and whether warnings reach the people who need them. The Disaster Risk Management & Risk Reduction Training Course focuses on that earlier stage, where risk is understood, assessed and reduced rather than simply responded to. The course is built around the Sendai Framework for Disaster Risk Reduction 2015–2030 and its shift from managing disasters to managing risk. Participants examine the core concepts of hazard, exposure, vulnerability and capacity, and the way disaster risk is expressed as a function of these elements. They then apply multi-hazard risk assessment and mapping methods to the natural and technological hazards most relevant to the Gulf and the wider Middle East, including flash floods, extreme heat, sand and dust storms, earthquakes, coastal hazards and industrial accidents, together with the growing influence of climate change on their frequency and intensity. From assessment, the course moves to action. Participants compare structural and non-structural risk reduction measures, such as land-use planning, building codes, resilient infrastructure and nature-based solutions, and examine how people-centred early warning systems and clear risk communication translate knowledge into protective decisions. Disaster risk governance is treated in depth: national and local DRR strategies, institutional roles, legislation, risk data and disaster loss accounting, and the financial instruments that protect public budgets, from contingency funds to insurance and catastrophe risk transfer. For government entities, ministries, municipalities, regulators, utilities and industrial organizations, the course also addresses community-based disaster risk reduction, the inclusion of groups who face higher risk, and the integration of DRR with climate adaptation and development planning. Emergency response, recovery and business continuity are discussed as connected links in the risk management cycle, while the programme remains centred on prevention and risk reduction. Through case studies, mapping exercises, scenario analysis and group workshops, participants build a practical disaster risk reduction action plan with priorities, responsibilities, indicators and a monitoring approach that they can adapt to their own institution or jurisdiction.
