Course Overview

The Aviation Safety Management Systems (SMS) Training Course provides a comprehensive understanding of the principles, frameworks, and operational practices required to establish, implement, maintain, and continuously improve an effective Safety Management System within aviation organizations. The course examines how systematic safety management supports regulatory compliance, operational reliability, risk reduction, and the development of a proactive safety culture across the aviation industry. Participants explore the core components of an SMS, including safety policy and objectives, safety risk management, safety assurance, and safety promotion. The programme explains how these components work together to identify hazards, assess operational risks, implement effective mitigation measures, monitor safety performance, and ensure that safety considerations are integrated into organizational decision-making. Particular attention is given to the relationship between an SMS and established international aviation safety frameworks, including relevant International Civil Aviation Organization (ICAO) standards and guidance. The course addresses practical techniques for hazard identification, risk assessment, incident reporting, safety investigations, and corrective action management. Participants examine how operational data, occurrence reports, audits, inspections, and safety performance indicators can be used to detect emerging risks and evaluate the effectiveness of existing controls. The programme also explores human factors, organizational influences, communication practices, and the importance of encouraging transparent reporting without compromising accountability. A further focus is placed on safety assurance and continuous improvement, including safety performance monitoring, internal audits, management reviews, change management, and the evaluation of risk mitigation measures. Participants learn how to develop safety objectives, establish meaningful performance indicators, maintain effective safety documentation, and communicate safety information across operational departments. The course also considers the practical challenges of implementing an SMS across different aviation environments, including airlines, airports, maintenance organizations, air navigation service providers, and other aviation service operators. Through practical exercises, aviation-based case studies, risk assessment workshops, and implementation planning, participants develop the skills required to contribute to an effective safety management framework. The programme emphasizes proactive risk management, evidence-based decision-making, leadership commitment, and continuous learning as essential foundations for improving aviation safety performance.

Course Outline

Day 1

Aviation Safety Management Fundamentals, Standards & Framework

  • Introduction to aviation safety management and the evolution from reactive to proactive safety approaches.
  • Principles, objectives, and organizational benefits of an SMS.
  • Overview of ICAO safety management provisions and guidance.
  • Understanding applicable national aviation authority requirements and organizational obligations.
  • The four core SMS components and their supporting elements.
  • Safety policy, safety objectives, leadership commitment, and accountability.
  • Organizational safety responsibilities, reporting lines, and coordination mechanisms.
  • Safety culture, just culture principles, and organizational learning.
  • Relationship between SMS, quality management, compliance monitoring, and operational risk management.
  • Common challenges in SMS implementation across different aviation environments.
  • Practical Application: Review a hypothetical aviation organization's safety management framework, identify gaps in its structure and responsibilities, and recommend initial improvements aligned with applicable requirements.
Day 2

Safety Risk Management, Hazard Identification & Risk Assessment

  • Principles and processes of aviation safety risk management.
  • Hazard identification across flight operations, airport activities, ground handling, maintenance, and support functions.
  • Sources of hazard information, including reports, inspections, audits, operational data, and staff observations.
