Course Overview

The Aviation Law & ICAO Regulations Training Course provides a comprehensive understanding of the international legal framework governing civil aviation, the regulatory responsibilities of aviation authorities, and the standards established by the International Civil Aviation Organization (ICAO). The course examines the legal principles, international conventions, regulatory instruments, and compliance obligations that shape aviation operations and support the safe, secure, efficient, and orderly development of international air transport. Participants explore the Chicago Convention and its role in establishing the foundations of international civil aviation, together with the responsibilities of contracting states, the legal status of international aviation standards, and the relationship between ICAO provisions and national aviation legislation. The programme examines the structure and purpose of ICAO Annexes, the implementation of Standards and Recommended Practices (SARPs), and the importance of national regulations, operational requirements, and oversight mechanisms in achieving consistent regulatory compliance. The course also addresses the legal and regulatory responsibilities of civil aviation authorities, airlines, airport operators, air navigation service providers, aircraft operators, and other aviation stakeholders. Participants examine regulatory approval and certification, licensing, operational oversight, safety and security obligations, and the management of compliance findings. Particular attention is given to the distinction between international obligations and national legal implementation, including the role of oversight, enforcement, corrective action, and cooperation between regulatory bodies. A further focus is placed on aviation liability, international air transport agreements, passenger rights, aircraft registration and nationality, airworthiness, and the legal considerations associated with airline operations. The programme introduces the principal international instruments governing aircraft accident investigation, aviation security, and carrier liability, while highlighting the importance of interpreting applicable legal provisions within their relevant jurisdiction and operational context. Through practical case studies, regulatory interpretation exercises, compliance assessments, and legal scenario analysis, participants develop the ability to understand aviation regulatory requirements and apply them to organizational policies and operational decisions. The course emphasizes regulatory awareness, legal accountability, effective compliance management, and the practical application of ICAO standards within national aviation frameworks.
