Course Overview

The World Bank and Multilateral-Funded Project Procurement Training Course equips borrower agencies, project implementation units, and their advisors with the knowledge to plan, conduct, and document procurement that meets the rules of multilateral development banks. When a ministry, utility, or state-owned enterprise implements a project financed by the World Bank or by institutions such as the African Development Bank, the Asian Development Bank, or the Islamic Development Bank, national tender rules no longer apply on their own. The financing agreement makes the bank's procurement framework binding, and every step can be reviewed, questioned, or declared ineligible for financing. The course is built around the World Bank Procurement Regulations for IPF Borrowers and the Bank's core procurement principles of value for money, economy, integrity, fit for purpose, efficiency, transparency, and fairness. Participants learn how the Project Procurement Strategy for Development (PPSD) shapes the procurement plan, how activities are recorded and tracked in STEP (Systematic Tracking of Exchanges in Procurement), how prior and post review work, and when the Bank's no-objection is required before a step can proceed. Practical attention is given to selecting procurement methods and market approaches, including Request for Bids, Request for Proposals, Request for Quotations, and Direct Selection, to using Standard Procurement Documents without unauthorized changes, and to selecting consultants through quality- and cost-based methods. Participants also work through rated criteria, Best and Final Offer and negotiation, the Notification of Intention to Award, the standstill period, debriefing, procurement-related complaints, beneficial ownership disclosure, environmental and social requirements, and contract management after award. The final days address the Bank's Anti-Corruption Guidelines, sanctionable practices, the role of the Integrity Vice Presidency, debarment and cross-debarment among multilateral development banks, and misprocurement, together with the review and audit findings that most often delay disbursement. Through case studies, document reviews, and simulated exchanges with a bank task team, participants leave able to run compliant procurement that protects their project's financing. The course complements national government tendering programs and does not cover FIDIC contract administration in depth.

Who Should Attend

This course is designed for procurement specialists, procurement officers, and procurement managers in project implementation units and project management units, project coordinators and directors, contract managers, financial management specialists, evaluation committee members, and legal advisors who prepare, conduct, review, or approve procurement under projects financed by the World Bank or other multilateral development banks. It is also relevant to consultants, procurement agents, and technical specialists who draft specifications, terms of reference, and evaluation reports for such projects. It is particularly valuable for professionals in ministries of finance, planning, health, education, energy, water, and transport, in municipalities, public utilities, and state-owned enterprises, and in national procurement authorities and audit bodies in the Gulf and Africa that oversee donor-funded portfolios. Contractors, suppliers, and consulting firms that bid for bank-financed contracts will also benefit from understanding how bids and proposals are evaluated and challenged.
