Course Overview

The Value Engineering & Value Management Training Course equips project managers, engineers, designers, procurement and cost professionals, and decision makers with a structured, function-based methodology to improve the value of projects, products, services, and processes by achieving required functions at the lowest life cycle cost without compromising quality, safety, performance, or sustainability. In government entities, ministries, public authorities, healthcare systems, banks, energy and utility companies, construction, infrastructure, manufacturing, and service organizations, and large corporations, value engineering and value management help optimize capital investments, reduce waste, resolve design and scope issues, and ensure that resources are directed toward what truly matters to users and stakeholders. Many organizations attempt to reduce costs by cutting scope, specifications, or quality late in the project, often creating problems in operation and maintenance. Others hold informal review meetings described as value engineering that lack a structured method, clear objectives, or the right participants. Projects may be over-designed, include unnecessary features, or rely on solutions that are costly to operate and maintain. Value studies may also be scheduled too late to influence key decisions, and ideas generated in workshops may not be properly evaluated, developed, approved, and implemented. This course provides a comprehensive and practical introduction to value engineering and value management, informed by internationally recognized value methodology and standards. Participants learn the concepts of value, function, cost, and worth, the differences between value planning, value engineering, and value analysis, and how value management fits into the project and asset lifecycle. The program covers the structured value methodology job plan, including preparation, information gathering, function analysis, creativity, evaluation, development, presentation, and implementation. Participants learn function identification using verb-noun definitions, function analysis system technique diagrams, cost and worth analysis, cost models, and life cycle costing, as well as creativity techniques, evaluation methods including weighted criteria and multi-criteria analysis, and the development of value proposals with supporting cost, risk, and implementation analysis. The course also addresses planning and facilitating value workshops, team composition, and the optimal timing of value studies, the application of value engineering to construction and infrastructure, equipment and manufacturing, services, processes, and IT, value engineering change proposals and savings-sharing mechanisms in contracts, integrating value with risk management and sustainability, and establishing an organizational value management program with tracking of implemented savings and benefits. The course is delivered through an interactive, application-focused approach with function analysis exercises, FAST diagram workshops, creativity and evaluation sessions, and a full value engineering study conducted by participants on a realistic case. Participants leave with a value study planning checklist, a function analysis worksheet, a FAST diagram template, a cost-worth and life cycle cost model, an idea evaluation matrix, a value proposal template, and a value management program outline.

Learning Objectives

  • Analyze the principles of value, function, cost, and worth and the role of value engineering and value management in improving outcomes on Day 1.
  • Distinguish between value planning, value engineering, and value analysis and determine the most effective timing for value studies in the project lifecycle.
  • Apply the structured value methodology job plan from preparation through information, function analysis, creativity, evaluation, development, presentation, and implementation.
  • Apply function identification techniques using verb-noun definitions to clarify what a project, product, or service must do.
  • Develop function analysis system technique diagrams to understand relationships between functions and identify value improvement opportunities.
  • Apply cost-worth analysis, cost models, and life cycle costing to identify areas of poor value.
  • Apply creativity techniques to generate alternative solutions that deliver required functions more effectively.
  • Evaluate alternatives using weighted criteria, multi-criteria analysis, and assessment of cost, risk, performance, and sustainability impacts.
  • Develop well-supported value proposals with technical, cost, risk, and implementation justifications.
  • Plan and facilitate value workshops with appropriate objectives, team composition, and stakeholder engagement.
  • Evaluate the use of value engineering change proposals and savings-sharing mechanisms in contracts.
  • Design an organizational value management program, including implementation tracking and reporting of savings and benefits, by the end of Day 5.

Who Should Attend

This course is designed for project managers, design managers, engineers, architects, quantity surveyors, cost engineers, and procurement and contract professionals involved in planning, designing, procuring, or delivering projects, products, and services. It is also highly relevant for PMO staff, planning and strategy professionals, asset and facility managers, operations and maintenance managers, and continuous improvement professionals seeking structured methods to improve value. It is particularly valuable for professionals in ministries, government entities, and public authorities responsible for capital programs and value for money in public investment; in infrastructure, construction, and engineering organizations delivering buildings, transport, water, and energy projects; in utilities, energy, manufacturing, and industrial organizations optimizing facilities, equipment, and processes; and in banks, healthcare systems, and service organizations improving facilities, technology, and service delivery. Senior managers and decision makers who approve designs, budgets, and major changes will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain the meaning of value and the principles of value engineering and value management.
  • Decide when and how to apply value planning, value engineering, or value analysis.
  • Follow the value methodology job plan to conduct a structured value study.
  • Define functions clearly using verb-noun statements.
  • Build and interpret a FAST diagram for a project, product, or process.
  • Identify areas of poor value using cost-worth analysis and life cycle costing.
  • Generate creative alternatives that deliver the required functions.
  • Evaluate alternatives objectively against cost, performance, risk, and sustainability criteria.
  • Prepare convincing value proposals for decision makers.
  • Plan and facilitate an effective value workshop.
  • Apply value engineering provisions within contracts appropriately.
  • Establish practices to track, implement, and report the results of value studies.
