Course Overview

Health systems across the Gulf and beyond are moving from paying for the volume of services delivered to paying for the value created for patients. Value-based healthcare defines value as the health outcomes that matter to patients achieved relative to the total cost of delivering them across the full cycle of care. For hospital executives, payers and service-line managers, this shift demands reliable outcome data, accurate costs and contracts that reward results rather than activity. This course goes beyond process indicators and satisfaction surveys to cover condition-based outcome sets, patient-reported outcome and experience measures, risk adjustment, and time-driven activity-based costing of complete care episodes. Participants examine how outcome and cost data are used to redesign care pathways, segment populations, reduce low-value care, and benchmark performance across facilities and health clusters. The final part of the course connects measurement to payment, comparing pay-for-performance, bundled payments, capitation and shared-savings arrangements, and showing how to build outcome indicators, attribution rules and risk-sharing terms into payer-provider contracts. Through case studies and practical workshops, participants leave with a value measurement framework and an implementation roadmap for their own organization.

Learning Objectives

  • Explain value-based healthcare principles and how value differs from volume or cost alone.
  • Assess an organization's readiness to move from activity-based to value-based delivery and payment.
  • Select condition-based outcome sets that capture the results that matter most to patients.
  • Design routine collection of patient-reported outcome and experience measures.
  • Apply risk adjustment and case-mix methods to compare outcomes fairly.
  • Calculate the cost of a complete care episode using time-driven activity-based costing.
  • Combine outcome and cost data to identify variation and redesign opportunities.
  • Redesign care pathways and service lines around patient segments and full cycles of care.
  • Compare value-based payment models and their incentives, risks and data requirements.
  • Build outcome indicators, attribution rules and risk-sharing terms into payer-provider contracts.
  • Develop governance and a roadmap for scaling value-based care.

Who Should Attend

This course is designed for hospital and health cluster executives, quality and performance directors, clinical service-line and department managers, strategy and transformation leads, finance and costing managers, and health information and analytics professionals responsible for measuring and reporting performance. It is equally relevant to payers, insurers, purchasing and contracting teams in ministries of health and public health agencies, and managers in public and private hospitals, primary care networks and specialized centers. It will benefit most those leading the move from volume-based to value-based care and payment.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain value-based healthcare and the case for moving to value.
  • Evaluate an organization's readiness and priorities for value-based care.
  • Select condition-based outcome sets suited to local services.
  • Plan routine collection and reporting of PROMs and PREMs.
  • Apply risk adjustment to compare outcomes fairly across facilities.
  • Calculate episode costs with time-driven activity-based costing and interpret cost variation.
  • Build a value scorecard that combines outcomes and costs for a defined patient segment.
  • Redesign care pathways and service lines to improve outcomes and reduce low-value care.
  • Compare payment models and recommend one for a given service.
  • Draft outcome-based contract terms covering indicators, attribution and risk sharing.
  • Prepare a phased roadmap and governance plan for implementing value-based care.

Course Outline

Day 1

Value-Based Healthcare Foundations and Strategy

  • Value as outcomes achieved relative to cost over the full care cycle.
  • Why volume-based payment rewards activity rather than results.
  • The value agenda: integrated care, measurement and bundled payment.
  • Provider, payer, purchaser and patient perspectives on value.
  • National health transformation, health clusters and the shift toward value.
  • How value-based care differs from traditional quality programs.
  • Assessing organizational readiness, data maturity and leadership commitment.
  • Practical application: Assess a hospital's value-based care readiness and priority gaps.
Day 2

Measuring the Outcomes That Matter to Patients

  • Outcome hierarchy: health status, recovery and sustainability of health.
  • Condition-based standard outcome sets and how they are developed.
  • Patient-reported outcome measures (PROMs) versus patient-reported experience measures (PREMs).
  • Generic and condition-specific instruments such as EQ-5D, and cultural validation.
  • Embedding PROMs collection in clinics, digital channels and follow-up.
  • Risk adjustment, case mix and fair comparison of outcomes.
  • Data governance, consent, registries and outcome reporting.
  • Practical application: Select an outcome set and design a PROMs collection plan.
Day 3

Costing Care Episodes with Time-Driven Activity-Based Costing

  • Limits of departmental budgets, charges and average bed-day costs.
  • Defining the care episode, its boundaries and patient segment.
  • Mapping processes and the resources they consume.
  • Calculating capacity cost rates for staff, space and equipment.
  • Estimating process times and building the episode cost.
  • Analyzing cost variation, idle capacity and avoidable steps.
  • Combining outcome and cost data into a value scorecard.
  • Practical application: Calculate and interpret the episode cost of a simplified pathway.
Day 4

Redesigning Care Around Value

  • Segmenting patient populations by condition and level of need.
  • Integrated practice units and multidisciplinary service-line organization.
  • Coordinating care across primary, hospital and home settings.
  • Identifying and reducing low-value care and unwarranted variation.
  • Benchmarking outcomes and costs across facilities and clusters.
  • Engaging clinicians and managers with transparent outcome feedback.
  • Managing change, incentives and accountability in service redesign.
  • Practical application: Redesign a care pathway using outcome and cost evidence to improve value.
Day 5

Linking Outcomes to Payment and Contracts

  • Payment models: fee-for-service, diagnosis-related groups (DRGs), pay-for-performance, bundled payments and capitation.
  • Shared savings, gain and loss sharing and the transfer of financial risk.
  • Contract outcome indicators, thresholds and patient attribution rules.
  • Data validation, auditing and dispute resolution between payers and providers.
  • Avoiding unintended consequences such as patient selection and gaming.
  • Board-level value dashboards and performance reporting.
  • Building a phased roadmap and governance for value-based care.
  • Practical application: Draft key value-based contract terms and an implementation roadmap.
