Upstream Petroleum Contracts & Fiscal Regimes is a specialized professional training course that explains how host governments grant rights to explore for and produce oil and gas, and how the resulting revenues are shared between the state and investors. The choice of contract model and fiscal terms determines whether a country attracts investment on acceptable terms, captures a fair share of resource rent, and keeps a stable relationship with its contractors. The course traces the evolution of host-government arrangements from concessions and licenses under royalty-tax systems to production sharing contracts and service or risk service contracts. Participants will examine cost recovery, cost oil limits, profit oil splits, sliding scales, bonuses, royalties, income and special petroleum taxes, resource rent mechanisms, state participation, carried interest, ring-fencing, and domestic market obligations. A central part of the program is fiscal system analysis. Using simple worked cash-flow comparisons, participants will measure government take and contractor take, test progressivity and front-loading under different price and cost scenarios, and assess how each fiscal design affects investment. The course also covers work programs, relinquishment, exploration and development phases, unitization, gas clauses, stabilization, local content, and decommissioning, with negotiation, administration, and fiscal stability from the host-government perspective. It focuses on the economic design of petroleum agreements rather than general drafting or dispute procedures.
