Course Overview

The Training Needs Analysis (TNA) Training Course equips professionals with a structured, practical approach to identifying what training an organization truly needs, who needs it, and why. In government entities, ministries, banks, oil and gas companies, and large corporations, training budgets are often allocated based on course catalogs, individual requests, or past plans rather than evidence. The result is training that consumes time and resources without closing the capability gaps that matter most. A well-conducted training needs analysis ensures that every program is justified, targeted, and linked to organizational performance. This course takes participants through the complete TNA process at three levels: organizational, job or role, and individual. Participants learn how to translate strategy and performance problems into capability requirements, distinguish genuine training needs from issues caused by processes, systems, resources, or management, and collect reliable data through interviews, surveys, focus groups, observation, competency assessments, and performance records. The program also covers how to analyze and prioritize findings, engage line managers and senior stakeholders, and convert results into a clear training plan and budget request. Throughout the five days, participants apply each step to a real department, job family, or program from their own organization. They leave with practical tools, including a TNA project plan, data collection instruments, a gap analysis matrix, a prioritization framework, and a TNA report template ready for presentation to decision makers.

Learning Objectives

  • Analyze the purpose, scope, and levels of training needs analysis and define the TNA scope for a selected area of the participant's organization on Day 1.
  • Distinguish performance gaps that can be solved through training from those requiring process, system, resource, or management solutions.
  • Apply organizational-level analysis to link strategic objectives, change initiatives, and regulatory requirements to capability needs.
  • Develop role-level analysis using job descriptions, task analysis, and competency frameworks to define required performance standards.
  • Design data collection tools, including surveys, interview guides, focus group plans, and competency assessment forms.
  • Apply appropriate data collection methods and sampling approaches to ensure reliable and representative results.
  • Evaluate collected data to identify gaps between current and required performance at individual, team, and organizational levels.
  • Implement a prioritization framework that ranks needs by business impact, risk, urgency, number of employees affected, and cost.
  • Align TNA findings with the annual training plan, individual development plans, and performance management processes.
  • Design a TNA report that presents findings, priorities, and recommended solutions clearly to senior management by the end of Day 5.

Who Should Attend

This course is designed for training and development managers, learning and development specialists, training planners and coordinators, HR business partners, and HR managers responsible for workforce capability. It is also relevant for instructional designers who need accurate needs data to design effective programs, and for competency and talent management specialists working with competency frameworks and development plans. It is particularly valuable for human capital and civil service development teams in ministries and government entities preparing annual training plans, learning teams in banks and financial institutions responding to regulatory change, new products, and digital transformation, and technical training and competency assurance managers in oil and gas and industrial organizations where skill gaps directly affect safety and operations. Department heads, line managers, and team leaders who identify development needs for their teams, as well as executives who approve training investment, will benefit from understanding how evidence-based needs analysis supports better decisions.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Plan a TNA project with a defined scope, stakeholders, methods, timeline, and responsibilities.
  • Apply a performance analysis approach to decide whether training is the right solution to a problem.
  • Identify organizational capability needs arising from strategy, change initiatives, and compliance requirements.
  • Conduct task and competency analysis to define what effective performance looks like in a specific role.
  • Build and use surveys, interview guides, and assessment tools that produce reliable needs data.
  • Facilitate interviews and focus groups with managers and employees to uncover real performance issues.
  • Analyze quantitative and qualitative data to produce a clear gap analysis matrix.
  • Prioritize training needs using objective criteria rather than individual requests or preferences.
  • Recommend suitable learning solutions, such as formal training, on-the-job learning, coaching, or e-learning, for each priority need.
  • Present a concise TNA report that secures stakeholder support and informs the training plan and budget.
