The Trade Facilitation & WTO TFA Implementation Training Course equips trade and customs officials, national committee members, and border agency managers with the knowledge needed to turn the WTO Trade Facilitation Agreement into working national reforms. Across the Gulf and Africa, slow and duplicated border procedures raise the cost of trade, and governments need practical ways to coordinate the many agencies involved. Implementation is rarely a customs matter alone, since standards, health, agriculture, security, and transport bodies all shape how long goods wait at the border. The course works at the policy and implementation level. Rather than surveying WTO rules and trade policy as a whole, it concentrates on one agreement and on how a country delivers it: assessing gaps, classifying commitments into Categories A, B, and C, running a National Committee on Trade Facilitation, sequencing reforms, securing support, and measuring results. Participants review the main measures of the agreement, including publication and inquiry points, advance rulings, appeals, pre-arrival processing, risk management, post-clearance audit, border agency cooperation, single window, and transit. They connect these measures with the WCO Revised Kyoto Convention and the WCO SAFE Framework, and use time release studies to find where delays really occur. The course is delivered through country case studies, gap analysis exercises, committee simulations, and a final implementation workshop. Participants leave with a gap analysis template, a commitment classification worksheet, a committee work plan, a results framework, and a national trade facilitation roadmap they can adapt to their own institutions.
