The Engineer's Role under FIDIC: Contract Administration & Determinations Training Course equips consulting engineers, resident engineers, and contract administrators to carry out one of the most demanding roles in construction contracting. It is not a general course in post-award management: its focus is the Engineer specifically, the person the Red and Yellow Books place between Employer and Contractor, who is engaged and paid by one party yet must reach neutral decisions that affect both. Participants learn how to exercise that role with authority and care on infrastructure, building, and industrial projects across the Gulf and Africa. The course begins with the source and limits of the Engineer's powers. Participants study the Engineer's general duties, the appointment of the Engineer's Representative, delegation to assistants, powers that require the Employer's prior approval, and what happens when the Engineer is replaced. They then examine the routine tasks that shape a project's commercial outcome: instructions and their form, review of programs and Contractor's Documents, inspection and testing, valuing work, assessing interim payment applications, instructing variations, and running the taking over and defects procedures, all without the Engineer relieving the Contractor of its own obligations. Determinations are the center of the course. Participants work through the consultation phase, the duty to act neutrally in the second edition, the difference from fair determination in the first edition, gathering evidence, managing time, and writing a reasoned decision. Handling of claims, the Notice of Dissatisfaction, and how determinations are later reviewed by a Dispute Avoidance/Adjudication Board are also covered, as are the ethics of the role, conflict of interest, pressure from either party, the consultant's own professional liability, and the FIDIC Client/Consultant Model Services Agreement as the source of the Engineer's duties to its client. The course also explains why the Silver Book has no Engineer and what that means for administration, why the quality of what the Engineer writes each day in instructions, replies, and assessments affects the outcome of any later dispute, and why protecting both parties' rights begins with site records. The course is delivered through project case studies, instruction and letter drafting, payment assessment exercises, determination role plays, and a final workshop. Participants leave with a delegation and authority matrix, an instruction and correspondence protocol, a payment assessment checklist, a determination template, and an Engineer's administration plan they can adapt to their own projects.
