Course Overview

The Tendering, Bidding & Contract Award Training Course equips procurement, contracts, and commercial professionals with a complete, practical understanding of the competitive tendering process from both the buyer's and the bidder's perspectives. In government entities, ministries, public authorities, banks, healthcare systems, energy and utility companies, construction and service organizations, and large corporations, tendering is the primary route for awarding significant contracts. A well-run tender attracts strong competition, produces clear and comparable bids, and leads to a defensible award that delivers value for money. A poorly run tender leads to weak competition, non-compliant bids, delays, complaints, and contracts that are difficult to manage. Common problems occur at every stage of the process. Tender documents may contain unclear requirements, conflicting instructions, or unsuitable evaluation criteria, clarifications and addenda may be handled inconsistently, bid opening and handling may not be sufficiently controlled, and evaluations may be poorly documented or apply criteria not stated in the tender. Award decisions may be delayed, unsuccessful bidders may not be properly informed, and complaints may arise from avoidable procedural errors. On the bidder side, organizations may bid for the wrong opportunities, submit non-compliant or poorly structured proposals, misprice risk, or accept onerous conditions without recognizing their impact. This course provides a structured, end-to-end guide to tendering, bidding, and contract award. Participants learn the principles of competitive procurement, the main procurement methods, including open, restricted, negotiated, and two-stage tendering, and how to plan a tender aligned with the requirement, market, and risk. The program covers preparing tender documents, including instructions to bidders, scope of work, specifications, pricing schedules, conditions of contract, and evaluation criteria, and managing the tender process, including advertising, pre-bid meetings and site visits, clarifications, addenda, bid securities, bid submission, and bid opening. It then addresses bid evaluation, including compliance checks, technical and commercial evaluation, treatment of deviations and qualifications, abnormally low bids, clarification of bids, post-tender negotiation where permitted, award recommendations and approvals, standstill periods, notification, debriefing, complaint handling, and contract signature. From the bidder's perspective, participants learn bid or no-bid decision making, bid strategy, reviewing tender conditions for risk, preparing compliance matrices, writing persuasive technical proposals, pricing strategy, and bid management. Integrity, confidentiality, and conflict of interest are addressed throughout. The course is delivered through an interactive, application-focused approach with a simulated tender exercise that runs across the five days, supported by document reviews, case studies, and group workshops. Participants leave with a tender planning checklist, a tender document review checklist, a clarifications and addenda log, a bid opening record template, an evaluation report template, a bid or no-bid assessment tool, and a bid compliance matrix.

Who Should Attend

This course is designed for procurement managers, tendering officers, contracts managers, category managers, and sourcing specialists who plan and manage tenders, as well as members, chairs, and secretaries of tender and evaluation committees. It is also highly relevant for bid managers, proposal writers, sales and business development professionals, estimators, and commercial managers in organizations that submit bids for public and private contracts. It is particularly valuable for professionals in ministries, government entities, and public authorities conducting tenders under public procurement regulations; in banks and financial institutions managing competitive sourcing for technology, outsourcing, and professional services; in healthcare systems tendering for medicines, equipment, and services; and in energy, utilities, construction, engineering, manufacturing, and service organizations that both issue tenders and bid for contracts. Technical specialists who prepare specifications and evaluate bids, legal advisors, internal auditors, and senior managers who approve awards will also benefit from the course.
