Course Overview

The Supplier Qualification, Prequalification & Selection Training Course equips procurement, contracts, and technical professionals with a structured, risk-based approach to identifying capable suppliers, verifying their qualifications, and selecting the best supplier for each requirement in a fair, transparent, and defensible way. In government entities, ministries, healthcare systems, banks, manufacturing, construction, and service organizations, and large corporations, many contract failures can be traced back to decisions made before the contract was signed: suppliers qualified on paper but lacking real capability, selection criteria that did not reflect what mattered, or evaluations that favored the lowest price without regard to quality, risk, or whole-life cost. Organizations commonly face challenges such as prequalification questionnaires that collect large volumes of documents but test little, criteria that are either too weak to screen out unsuitable suppliers or so restrictive that they limit competition, inconsistent verification of certificates, references, and financial information, and evaluation methods that are unclear to bidders and difficult to justify to auditors. Qualification may be applied with the same intensity to low-risk and high-risk purchases, and approved supplier lists may not be refreshed as supplier circumstances change. These weaknesses expose organizations to poor performance, disputes, complaints from bidders, and audit findings. This course provides a complete framework for supplier qualification and selection. Participants learn the difference between supplier registration, qualification, and prequalification, how to research the market and identify potential suppliers, and how to apply a risk-based approach that matches the depth of qualification to the value, criticality, and complexity of each category. The program covers the design of qualification criteria covering legal eligibility, technical capability, relevant experience, capacity, financial standing, quality management, health, safety, and environmental performance, information security, ethics, and compliance, and the preparation of effective prequalification questionnaires with clear pass-fail and scored criteria. Participants learn how to verify evidence through document checks, reference checks, financial analysis, site visits, capability assessments, and sample testing. The course then addresses selection methods, including lowest compliant price, best value and most economically advantageous tender approaches, and quality and cost based selection, as well as designing evaluation criteria and weightings, scoring methods, the role and conduct of evaluation committees, managing conflicts of interest, documenting decisions, debriefing unsuccessful suppliers, handling complaints, and managing requalification cycles and approved supplier lists. The course is delivered through an interactive, application-focused approach with criteria design exercises, prequalification and evaluation simulations, case studies, and review of sample documents. Participants leave with a risk-based qualification matrix, a prequalification questionnaire template, an evidence verification checklist, a weighted evaluation model, an evaluation committee guide, an evaluation report template, and an improvement plan for supplier qualification and selection in their organization.

Learning Objectives

  • Analyze the purpose and value of supplier qualification, prequalification, and selection in reducing contract risk and achieving value for money on Day 1.
  • Evaluate the participant's current qualification and selection practices and identify priority gaps and risks.
  • Distinguish between supplier registration, qualification, prequalification, and tender evaluation and apply each appropriately.
  • Apply market research techniques, including requests for information and market engagement, to identify and understand potential suppliers.
  • Develop a risk-based qualification matrix that matches qualification depth to the value, criticality, and complexity of each category.
  • Design qualification criteria covering legal eligibility, technical capability, experience, capacity, financial standing, quality, health, safety, environment, information security, and compliance.
  • Develop prequalification questionnaires with clear pass-fail and scored criteria that are relevant, proportionate, and non-restrictive.
  • Implement evidence verification methods, including document checks, reference checks, financial analysis, site visits, capability assessments, and sample testing.
  • Evaluate selection methods, including lowest compliant price, best value, and quality and cost based selection, and choose the most suitable method for each procurement.
  • Design evaluation criteria, weightings, and scoring methods that are objective, transparent, and consistently applied.
  • Apply good practice in evaluation committee conduct, conflict of interest management, documentation, supplier debriefing, and complaint handling.
  • Design an improvement plan for supplier qualification and selection in the participant's organization by the end of Day 5.

Who Should Attend

This course is designed for procurement managers, tendering officers, category managers, sourcing specialists, contract managers, and vendor management and supplier registration professionals responsible for qualifying and selecting suppliers. It is also highly relevant for members and chairs of tender and evaluation committees, technical specialists and end users who prepare technical criteria and evaluate bids, and quality assurance professionals who conduct supplier assessments and audits. It is particularly valuable for professionals in ministries and government entities conducting prequalification and tender evaluations under public procurement regulations; in healthcare systems qualifying suppliers of medicines, medical devices, and clinical services; in banks and financial institutions selecting technology, outsourcing, and professional service providers; and in manufacturing, construction, utilities, and service organizations qualifying contractors and suppliers for complex and critical requirements. Legal advisors, internal auditors, compliance officers, and senior managers who approve supplier selection decisions will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how effective qualification and selection reduce the risk of contract failure.
  • Decide when to use registration, prequalification, or single-stage evaluation for a given procurement.
  • Research the supply market and identify suitable potential suppliers.
  • Determine the appropriate level of qualification for low-, medium-, and high-risk categories.
  • Write qualification criteria that are relevant, measurable, proportionate, and fair to the market.
  • Prepare a prequalification questionnaire and scoring guide for a specific requirement.
  • Verify supplier claims through documents, references, financial information, and site assessments.
  • Recognize red flags in supplier submissions and escalate them appropriately.
  • Select the most suitable evaluation method and justify the choice.
  • Build weighted evaluation models and apply scoring methods consistently.
  • Conduct and document evaluations that can withstand audit, complaint, or legal review.
  • Debrief unsuccessful suppliers constructively and manage requalification of approved suppliers.
