Course Overview

The Strategic Workforce Planning Training Course equips HR leaders, strategy professionals, and senior managers with the frameworks and analytical tools needed to ensure the organization has the capabilities it will require to deliver its strategy over the next three to five years. Government entities, ministries, banks, oil and gas companies, and large corporations are operating in an environment shaped by digital transformation, automation and artificial intelligence, energy transition, demographic shifts, localization priorities, and changing expectations of work. These forces are reshaping which roles are needed, which skills will become critical, and how work will be organized. Strategic workforce planning differs from annual manpower planning and headcount budgeting. Rather than focusing mainly on next year's numbers, it looks further ahead and asks broader questions: which capabilities will create the most value, which roles are most critical to strategy, where future skill shortages are likely to emerge, and what combination of building, acquiring, borrowing, and automating talent will close those gaps most effectively. It connects organizational strategy, workforce analytics, talent management, and organizational design into one forward-looking plan. This course takes participants through the complete strategic workforce planning process. Participants learn how to translate strategy into future capability requirements, segment the workforce and identify critical roles, analyze internal workforce data and external labor market trends, use scenario planning to prepare for uncertainty, and model future workforce demand and supply. The program then covers identifying capability gaps, selecting talent strategies such as build, buy, borrow, and automate, planning reskilling and talent pipelines, and establishing governance, measures, and a regular planning cycle. Throughout the five days, participants work on their own organization or a critical business area. They leave with a workforce segmentation and critical roles map, a future capability profile, workforce scenarios, a gap analysis, a talent strategy mix, and a strategic workforce plan outline ready for discussion with senior leadership.

Learning Objectives

  • Analyze the purpose and value of strategic workforce planning and distinguish it from operational manpower planning and headcount budgeting on Day 1.
  • Develop future capability requirements by translating organizational strategy, transformation initiatives, and national or corporate priorities into workforce implications.
  • Apply workforce segmentation to classify roles as strategic, core, support, or specialized, and identify critical roles that require priority attention.
  • Assess internal workforce data, including demographics, skills, mobility, performance, and retirement risk, to understand current capability.
  • Evaluate external factors, including labor market trends, technology, automation, regulation, and competition for talent, and their impact on future workforce needs.
  • Apply scenario planning techniques to model workforce requirements under different strategic and environmental conditions.
  • Develop forecasts of future workforce demand and supply for critical roles and capabilities.
  • Assess capability gaps and surpluses in terms of skills, roles, numbers, locations, and timing.
  • Design a talent strategy mix using build, buy, borrow, and automate options, including reskilling, redeployment, and succession pipelines.
  • Align the strategic workforce plan with organizational design, talent management, learning, localization, and budget processes.
  • Develop governance arrangements, key workforce indicators, and a planning cycle to monitor and update the plan.
  • Design a strategic workforce plan outline for the participant's organization or business area by the end of Day 5.

Who Should Attend

This course is designed for HR directors, heads of workforce planning, HR business partners, talent management leaders, and workforce analytics professionals responsible for long-term workforce and capability decisions. It is also highly relevant for strategy and transformation office professionals, organizational development and design specialists, and learning and development leaders whose plans depend on a clear view of future capability needs. It is particularly valuable for professionals in ministries and government entities aligning workforce plans with national visions, government transformation, digital government, and localization targets; in banks and financial institutions preparing for digital banking, automation, data and analytics roles, and evolving regulatory requirements; and in oil and gas and energy organizations planning for aging technical workforces, energy transition, digitalized operations, and major capital projects. Senior executives, department heads, and finance leaders who shape strategy and approve long-term investment in people will also benefit from the integrated perspective the course provides.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how strategic workforce planning supports long-term strategy execution and organizational resilience.
  • Translate strategic objectives and transformation initiatives into concrete future capability and role requirements.
