Course Overview

The Simultaneous Operations (SIMOPS) Management Training Course equips operations, drilling, construction, marine, and HSE professionals with the methods needed to plan, assess, authorize, and control activities that take place at the same time and place on oil and gas facilities. On producing fields, offshore platforms, well sites, terminals, and plants, drilling and well intervention often run alongside live production, brownfield construction, heavy lifting, and vessel operations. Each activity may be well controlled on its own, yet the interfaces between them, such as shared isolations, dropped object zones, overlapping exclusion areas, competing priorities, and divided authority, are where many serious incidents begin. The course explains what qualifies as SIMOPS onshore and offshore and why interfaces create risk, drawing on lessons from major incidents. Participants learn to identify and map simultaneous activities by location, timing, hazard, and responsible party, and to assess them using interaction matrices, activity conflict analysis, and structured hazard identification. The program then covers defining permitted, restricted, and prohibited combinations, writing the SIMOPS plan and manual, and linking them to permit to work, isolation, and lifting procedures. Participants examine roles and authority, including the SIMOPS coordinator and area authorities, daily coordination meetings, communication protocols, managing changing conditions and stop-work triggers, emergency response under SIMOPS, and monitoring, auditing, and learning from incidents. The course is delivered through activity mapping workshops, matrix building exercises, coordination meeting role plays, scenario drills, and incident case studies. Participants leave with a SIMOPS activity map template, an interaction matrix, a SIMOPS plan outline, a coordination meeting agenda, and a SIMOPS audit checklist. Permit-to-work processes and turnaround planning are addressed only at their interface with SIMOPS.

Learning Objectives

  • Explain what simultaneous operations are onshore and offshore on Day 1.
  • Analyze how interfaces between concurrent activities create risk, using lessons from major incidents.
  • Identify and map simultaneous activities by location, timing, hazard zone, and responsible party.
  • Build interaction matrices that classify activity pairs on a facility.
  • Conduct activity conflict analysis and structured hazard identification for SIMOPS.
  • Define permitted, restricted, and prohibited combinations and the conditions attached to each.
  • Develop a SIMOPS plan or manual proportionate to the facility and its work program.
  • Integrate SIMOPS controls with permit to work, isolation, and lifting procedures at their interfaces.
  • Define the roles and authority of the SIMOPS coordinator, area authorities, and activity leaders.
  • Run effective daily coordination meetings and apply clear communication protocols between teams.
  • Manage changing conditions, reassessment points, and stop-work triggers.
  • Align emergency response, muster, and escalation arrangements with the SIMOPS in force.
  • Monitor, audit, and improve SIMOPS performance and learn from incidents by the end of Day 5.

Who Should Attend

This course is designed for SIMOPS coordinators, area authorities, offshore installation managers, operations superintendents and supervisors, drilling and well intervention supervisors, and construction and lifting supervisors who plan, authorize, or lead concurrent work. It is also relevant for HSE and process safety professionals, marine and logistics coordinators, project and brownfield engineers, permit coordinators, and contractor representatives working on shared sites. It is particularly valuable for professionals in oil and gas operating companies, drilling and well services contractors, offshore construction and marine contractors, gas processing and LNG facilities, and pipeline and terminal operators. Those who benefit most are supervisors and managers responsible for sites where production, drilling, construction, and marine work regularly overlap.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain what makes a combination of activities a SIMOPS case.
  • Recognize how interfaces between concurrent activities create risk.
  • Map simultaneous activities by location, time, and hazard.
  • Build and use an interaction matrix for their own facility.
  • Analyze activity conflicts and identify credible escalation paths.
  • Classify combinations as permitted, restricted, or prohibited with clear conditions.
  • Prepare a practical SIMOPS plan for their operation.
  • Link SIMOPS controls to permit, isolation, and lifting procedures.
  • Carry out their coordination role with clear authority.
  • Lead or contribute to effective daily coordination meetings.
  • Apply stop-work triggers promptly when conditions change.
  • Align emergency response arrangements with the SIMOPS in force.
  • Audit SIMOPS practice and turn incidents into lasting improvements.

Course Outline

Course Outline:

Day 1

SIMOPS Fundamentals and Interface Risk

  • What simultaneous operations are and when activities qualify
  • Typical onshore and offshore SIMOPS: drilling, production, construction, well intervention, marine, and lifting
  • Why interfaces create risk: shared hazards, space, and systems, and divided authority
  • Lessons from major incidents involving concurrent activities
  • Regulatory expectations and recognized industry guidance
  • Practical application: participants analyze an incident case study and identify interface failures
Day 2

Identifying, Mapping, and Assessing Simultaneous Activities

  • Building an activity register from drilling, production, project, and marine schedules
  • Mapping activities by location, timing, hazard zone, and responsible party
  • Interaction matrices: structure, activity pairs, and classification criteria
  • Activity conflict analysis for physical, process, energy, and resource interactions
  • Hazard identification for combined activities and escalation paths
  • Practical application: participants map a field work program and build an interaction matrix
Day 3

Combination Rules and the SIMOPS Plan

  • Defining permitted, restricted, and prohibited combinations and their decision criteria
  • Conditions, safeguards, and hold points for restricted combinations
  • Structure and content of the SIMOPS plan and manual
  • Interfaces with permit to work, isolation, and lifting procedures
  • Deviations, dispensations, and management of change for SIMOPS
  • Practical application: participants draft SIMOPS rules for a combined drilling and production scenario
Day 4

Roles, Coordination, and Changing Conditions

  • Roles and authority of the SIMOPS coordinator, area authorities, and activity leaders
  • Daily coordination meetings, look-ahead planning, and conflict resolution
  • Communication protocols, shift handover, and contractor and vessel interfaces
  • Monitoring changing conditions: weather, process upsets, gas detection, and schedule changes
  • Stop-work triggers, reassessment points, and the authority to stop
  • Practical application: participants role play a daily coordination meeting and respond to changing field conditions
Day 5

Emergency Response, Assurance, and Learning

  • Emergency response under SIMOPS: alarms, muster, headcount, and escalation across activities
  • Prioritizing well, process, and marine safety actions in an emergency
  • Monitoring and auditing SIMOPS implementation in the field
  • Leading and lagging indicators for SIMOPS performance
  • Investigating SIMOPS incidents and sharing lessons across sites and contractors
  • Final workshop: participants test a SIMOPS plan against an emergency scenario and present improvements
