Course Overview

The Satellite Interference Management & Spectrum Regulation Training Course equips engineers, spectrum managers, regulators, and satellite operations professionals with the technical and regulatory knowledge needed to prevent, detect, analyze, and resolve interference affecting satellite services, and to manage satellite spectrum and orbital resources in line with international and national rules. Satellite communications support government and defense networks, broadcasting, emergency communications, aviation and maritime services, banking and enterprise networks, and connectivity for remote communities and industrial sites. Interference can degrade or interrupt these services, causing operational, financial, and safety consequences. The spectrum environment for satellite services is becoming increasingly complex. Growing numbers of geostationary and non-geostationary satellites, expanding terrestrial mobile networks in bands shared with or adjacent to satellite services, a rising number of small and mobile terminals, and occasional deliberate jamming all increase the risk of harmful interference. At the same time, securing and protecting spectrum and orbital rights requires a sound understanding of ITU procedures, coordination obligations, and national licensing frameworks. Many interference cases are caused by avoidable factors such as incorrect terminal installation, misconfigured carriers, cross-polarization errors, and inadequate coordination, yet organizations often lack structured processes to resolve them quickly. This course provides a comprehensive and practical approach to satellite interference management and spectrum regulation. Participants learn the principles of spectrum management, the role and structure of the ITU Radiocommunication Sector, the Radio Regulations, frequency allocations for satellite services, and the outcomes of World Radiocommunication Conferences. The program covers the procedures for satellite network filings, advance publication, coordination, notification, and recording in the Master International Frequency Register, as well as planned bands, coexistence between geostationary and non-geostationary systems, regional spectrum cooperation, and national spectrum management, including frequency assignment, earth station licensing, landing rights, and spectrum monitoring. Participants then study the technical side of interference, including interference types such as adjacent satellite interference, cross-polarization interference, adjacent channel interference, intermodulation, terrestrial and 5G interference, unauthorized carriers, and deliberate jamming. The course also addresses interference analysis methods and protection criteria, spectrum monitoring and measurement using spectrum analyzers and monitoring stations, carrier identification, interference geolocation, structured interference investigation and resolution processes, harmful interference reporting procedures, prevention through installation standards, training, and operational discipline, and coordination between operators, service providers, regulators, and users. The course is delivered through an interactive, application-focused approach with interference analysis calculations, spectrum measurement demonstrations, regulatory case studies, and interference investigation simulations. Participants leave with an interference classification and troubleshooting guide, an interference analysis worksheet, a satellite coordination process map, an earth station licensing checklist, an interference investigation and reporting procedure, and an interference prevention plan for their organization.

Learning Objectives

  • Analyze the principles of spectrum management and the importance of interference-free operation for satellite services on Day 1.
  • Evaluate the structure and role of the ITU Radiocommunication Sector, the Radio Regulations, and World Radiocommunication Conferences in governing satellite spectrum and orbits.
  • Apply frequency allocation tables and service definitions to identify the regulatory status of satellite services in different bands and regions.
  • Analyze satellite network filing, advance publication, coordination, notification, and recording procedures and their practical requirements.
  • Assess coexistence between geostationary and non-geostationary systems, planned bands, and sharing between satellite and terrestrial services, including 5G networks.
  • Evaluate national spectrum management functions, including frequency assignment, earth station licensing, landing rights, enforcement, and regional spectrum cooperation.
  • Identify and classify interference types, including adjacent satellite, cross-polarization, adjacent channel, intermodulation, terrestrial, unauthorized carriers, and deliberate jamming.
  • Apply interference analysis methods and protection criteria, including carrier-to-interference and interference-to-noise calculations.
  • Apply spectrum monitoring and measurement techniques using spectrum analyzers, monitoring stations, carrier identification, and geolocation methods.
  • Implement a structured interference investigation and resolution process, including coordination with satellite operators, service providers, regulators, and users.
  • Apply harmful interference reporting procedures at national and international levels and document cases effectively.
  • Design an interference prevention and management plan covering installation standards, training, configuration control, monitoring, and response by the end of Day 5.

Who Should Attend

This course is designed for satellite and RF engineers, spectrum management engineers, satellite network operations and control center staff, earth station and VSAT engineers, and interference monitoring and resolution specialists. It is also highly relevant for regulatory and licensing professionals, spectrum policy advisors, frequency coordination specialists, and technical managers responsible for satellite services and spectrum assets. It is particularly valuable for professionals in telecommunications regulators, ministries, and government entities responsible for spectrum policy, licensing, monitoring, and enforcement; in public safety, defense, and security organizations relying on resilient satellite communications; in satellite operators, teleport and service providers, broadcasters, and telecommunications operators; and in banks, energy, utilities, oil and gas, maritime, and aviation organizations operating satellite networks for critical services. Legal and policy advisors working on spectrum and space matters, and managers overseeing satellite capacity contracts and service levels, will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how international and national frameworks govern the use of satellite spectrum and orbital resources.
  • Interpret frequency allocation tables and determine the regulatory status of satellite services.
  • Describe the steps and timelines of satellite network filing and coordination procedures.
  • Explain how geostationary and non-geostationary systems and terrestrial networks are expected to coexist.
  • Identify the requirements for earth station licensing and national frequency assignment.
  • Recognize and classify common types of satellite interference and their typical causes.
  • Perform basic interference analysis calculations and apply protection criteria.
  • Use spectrum analyzer measurements to characterize interfering signals.
  • Apply carrier identification and geolocation approaches to locate interference sources.
  • Lead a structured interference investigation from detection to resolution.
  • Prepare clear interference reports and escalate cases through appropriate channels.
  • Implement practical measures to prevent interference caused by installation, configuration, and operational errors.
