Course Overview

The Safety Management Systems (SMS) for Air Navigation Service Providers Training Course equips air navigation service provider safety managers, air traffic management and technical staff, and civil aviation authority safety oversight specialists with the knowledge and practical tools needed to establish, operate, and continuously improve a safety management system tailored to air navigation services. Air navigation service providers deliver safety-critical services where errors or system failures can have catastrophic consequences, and both international standards and national regulators require a formal, performance-based safety management system. An effective system moves an organization beyond compliance and reactive incident response toward proactive and predictive management of safety risk, supported by a strong safety culture and credible safety performance monitoring. The course covers safety management systems from framework to maturity in the air navigation context. Participants learn the drivers for safety management, the relationship between safety culture, just culture, and safety performance, and the international and regulatory framework for safety management systems and their oversight. The program then addresses the four components and elements of a safety management system: safety policy and objectives, including management commitment, accountabilities, and safety documentation; safety risk management, including hazard identification, risk assessment, and mitigation specific to air traffic management and communication, navigation, and surveillance; safety assurance, including safety performance monitoring and measurement, safety indicators and targets, safety oversight of changes, internal audits, and investigations; and safety promotion, including training, competency, and communication. Participants also examine safety reporting systems and just culture, the safety assessment of operational and technical changes, human factors in air navigation safety, interfaces with other organizations, safety data analysis, safety performance indicators and acceptable levels of safety performance, safety management system maturity and effectiveness, and integration with quality, security, and business continuity. The course is delivered through case studies, hazard identification and risk assessment workshops, change safety assessment exercises, and safety performance and maturity analysis. Participants leave with a safety management system framework and gap assessment tool, a hazard log and risk assessment template, a change safety assessment template, a safety performance indicators framework, and a safety management system improvement plan template.
