Course Overview

The Resource Planning & Schedule Optimization Training Course equips project managers, planners, schedulers, and resource managers with the techniques needed to plan resources realistically, resolve resource conflicts, and optimize schedules to deliver projects on time and within budget. In government entities, ministries, public authorities, banks, healthcare systems, energy and utility companies, construction, engineering, and technology organizations, and large corporations, projects often compete for the same limited people, skills, equipment, and facilities. A schedule that looks achievable on paper can quickly become unrealistic when resource availability, productivity, and competing priorities are taken into account. Many schedules are developed without adequate resource planning. Resource requirements may be underestimated or not quantified at all, the same specialists may be assigned to multiple projects at the same time, equipment and facilities may be double-booked, and productivity assumptions may be optimistic. Resource conflicts may be discovered only during execution, leading to delays, overtime, idle time, and increased cost. When deadlines are threatened, organizations may add resources or compress schedules without analyzing the most cost-effective options or the risks involved. This course provides a structured, practical approach to resource planning and schedule optimization. Participants learn resource management principles, the different types of project resources, and how to develop resource breakdown structures and skills matrices. The program covers estimating resource requirements using productivity rates, norms, and crew or team sizing, preparing resource-loaded schedules, defining resource calendars and availability, and analyzing resource histograms and utilization. Participants then learn how to identify and resolve overallocations through resource leveling and smoothing, apply resource-constrained scheduling and critical chain concepts, and manage shared resources across multiple projects through portfolio capacity planning and prioritization. The course also addresses schedule optimization techniques, including time-cost trade-off analysis, crashing and least-cost acceleration, fast-tracking, scenario and what-if analysis, and the use of spreadsheet optimization tools, as well as productivity and learning effects, equipment utilization, subcontracted resources, capacity planning for agile teams, negotiating resource conflicts in matrix organizations, and monitoring resource performance and utilization. The course is delivered through an interactive, application-focused approach with resource estimating exercises, resource histogram and leveling workshops, time-cost trade-off calculations, and multi-project capacity planning simulations. Participants leave with a resource breakdown structure and skills matrix template, a resource estimating worksheet, a resource-loaded schedule and histogram, a leveling and smoothing analysis, a time-cost trade-off model, a multi-project capacity plan, and a resource performance dashboard design.

Learning Objectives

  • Analyze the role of resource planning in schedule realism, cost control, and project delivery on Day 1.
  • Develop resource breakdown structures and skills matrices that define the people, equipment, materials, and facilities required for projects.
  • Estimate resource requirements using productivity rates, norms, historical data, and team or crew sizing.
  • Develop resource-loaded schedules with resource calendars, availability limits, and realistic assignments.
  • Analyze resource histograms and utilization to identify overallocations, underutilization, and bottlenecks.
  • Apply resource leveling and smoothing techniques and assess their impact on project duration and the critical path.
  • Apply resource-constrained scheduling and critical chain concepts, including the use of buffers, to manage limited resources.
  • Implement multi-project resource management and portfolio capacity planning based on demand, capacity, and project priorities.
  • Apply time-cost trade-off analysis, crashing, least-cost acceleration, and fast-tracking to optimize project schedules.
  • Develop scenario and what-if analyses to compare resource and schedule options before making decisions.
  • Evaluate the effects of productivity, learning, equipment utilization, subcontracting, and agile team capacity on resource plans.
  • Design resource performance monitoring and a resource planning improvement plan for the participant's organization by the end of Day 5.

Who Should Attend

This course is designed for project managers, project planners and schedulers, planning engineers, resource managers, and PMO staff responsible for allocating resources and developing achievable schedules. It is also highly relevant for construction and site managers, engineering managers, maintenance and shutdown planners, IT and digital delivery managers, and functional managers who provide people and equipment to multiple projects. It is particularly valuable for professionals in ministries, government entities, and public authorities managing portfolios of infrastructure, facility, and transformation projects with shared resources; in banks and financial institutions managing technology and change portfolios with limited specialist capacity; in healthcare systems managing facility, equipment, and system projects alongside ongoing operations; and in energy, utilities, construction, engineering, manufacturing, and service organizations managing capital projects, maintenance programs, and shutdowns. Senior managers responsible for portfolio prioritization and capacity decisions will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how resource availability and productivity affect schedule realism.
  • Define resource requirements clearly using structured resource and skills frameworks.
  • Estimate the quantity and type of resources needed for project work.
  • Build resource-loaded schedules that reflect real availability and calendars.
  • Interpret resource histograms and identify conflicts and bottlenecks.
  • Resolve overallocations through leveling and smoothing while understanding the schedule impact.
  • Plan and prioritize shared resources across multiple projects.
  • Compare schedule acceleration options and select the most cost-effective approach.
  • Use scenario analysis to support resource and schedule decisions.
  • Account for productivity, learning, and equipment utilization in resource plans.
  • Negotiate resource conflicts constructively with functional managers and stakeholders.
  • Monitor resource utilization and productivity and adjust plans accordingly.
