Course Overview

The Renewable Energy Regulation & Compliance Training Course equips regulators, policy makers, utility and project professionals, developers, investors, and compliance managers with the knowledge and practical tools needed to understand, apply, and comply with the regulatory frameworks that govern renewable energy development and operation. Governments across the region have set ambitious renewable energy and decarbonization targets and are rapidly expanding utility-scale solar and wind, distributed generation, energy storage, and emerging technologies such as green hydrogen. Achieving these targets depends on clear, stable, and well-enforced regulation, while developers and operators must navigate licensing, grid connection, technical standards, contractual obligations, environmental and social requirements, and market rules throughout the project life cycle. The course covers renewable energy regulation from policy frameworks to operational compliance. Participants learn the energy transition policy context, national renewable energy targets and strategies, the roles of energy ministries, regulators, utilities, and system operators, and procurement and support mechanisms, including competitive auctions, independent power producer models, power purchase agreements, feed-in tariffs, net metering and net billing, and corporate procurement. The program then addresses licensing and permitting, land and environmental approvals, grid connection processes and grid code requirements, technical standards and certification for solar, wind, and storage systems, and local content requirements. Participants also examine environmental and social compliance, health and safety, contractual and performance compliance under power purchase agreements, market rules and settlement, renewable energy certificates and links to carbon markets, regulation of distributed generation, energy storage, and green hydrogen, compliance management systems and audits, regulatory reporting, and regulatory risk management. The course is delivered through case studies of regional and international renewable energy programs, regulatory framework analysis, licensing and grid connection exercises, compliance audit simulations, and power purchase agreement review workshops. Participants leave with a renewable energy regulatory framework map, a licensing and permitting checklist, a grid code compliance checklist, a power purchase agreement obligations tracker, and a renewable energy compliance management plan template.

Learning Objectives

  • Analyze the energy transition context and the role of regulation in achieving renewable energy targets on Day 1.
  • Explain national renewable energy strategies and the roles of ministries, regulators, utilities, system operators, and developers.
  • Evaluate procurement and support mechanisms, including auctions, independent power producer models, power purchase agreements, feed-in tariffs, net metering, and corporate procurement.
  • Apply licensing and permitting requirements, including generation licenses, land, environmental, and construction approvals.
  • Apply grid connection processes and grid code requirements, including fault ride-through, reactive power, frequency response, forecasting, and curtailment.
  • Apply technical standards and certification requirements for solar, wind, and energy storage systems.
  • Apply local content requirements and assess their implications for procurement and project delivery.
  • Manage environmental, social, and health and safety compliance across the renewable energy project life cycle.
  • Manage contractual and performance obligations under power purchase agreements, including availability, performance guarantees, and penalties.
  • Explain market rules, settlement, renewable energy certificates, and links to carbon markets.
  • Evaluate regulatory frameworks for distributed generation, energy storage, and green hydrogen.
  • Establish compliance management systems, audits, regulatory reporting, and regulatory risk management for renewable energy assets by the end of Day 5.

Who Should Attend

This course is designed for officials in energy ministries and electricity and energy regulators, policy makers and planners, and professionals in utilities, transmission and distribution companies, and system operators. It is also relevant for renewable energy developers, independent power producers, project and asset managers, compliance, legal, and regulatory affairs professionals, and investors and lenders financing renewable energy projects. It is particularly valuable for professionals in ministries, government entities, and regulatory authorities; in electricity and water utilities; in renewable energy developers, operators, and engineering, procurement, and construction contractors; in oil and gas and industrial companies pursuing renewable energy and decarbonization; and in banks, funds, consultancies, and law firms active in the energy sector.

Learning Outcomes

  • Explain how regulation enables renewable energy deployment.
  • Describe national renewable energy strategies and institutional roles.
  • Compare procurement and support mechanisms for renewable energy.
  • Navigate licensing and permitting processes for renewable energy projects.
  • Understand grid connection and grid code requirements.
  • Apply technical standards and certification requirements.
  • Understand and comply with local content requirements.
  • Manage environmental, social, and safety compliance.
  • Track and fulfill power purchase agreement obligations.
  • Understand market rules, certificates, and carbon market links.
