Course Overview

The Real Estate Regulation & Compliance Management Training Course equips compliance officers, legal advisers, real estate executives, and regulatory staff with a practical framework for understanding how property markets are regulated and for managing those obligations inside an organization. Real estate regulation in the Gulf and Africa touches ownership and registration, development and sales, brokerage, leasing, jointly owned property, financial crime, and consumer protection, and it often sits across several ministries, authorities, and municipalities. Rules differ from one jurisdiction to another and continue to evolve, so organizations need a method for tracking them rather than a static list. The course deliberately takes a general framework approach. It does not set out any one country's current rules or enforcement schedules, and it does not prepare anyone for brokerage or other professional licensing. Instead, participants learn how to read a regulatory system: who makes the rules, who supervises, which activities require authorization as a matter of market governance, what records are expected, and how obligations pass between developers, brokers, landlords, property managers, owners associations, and funders. Participants then turn that understanding into a working compliance program. They examine obligations registers, policies and procedures, risk assessment, monitoring, internal reporting, and regulator engagement, drawing on ISO 37301 for compliance management systems and on the FATF Recommendations, which address real estate agents as part of the financial crime framework. The program also covers anti-money laundering controls, beneficial ownership, customer due diligence, advertising and sales conduct, tenant and buyer complaints, data protection, third-party oversight, and the handling of inspections, corrective actions, and enforcement measures. The course is delivered through case studies, regulatory mapping exercises, compliance risk assessments, and a final program design workshop. Participants leave with a regulatory obligations register, a compliance risk matrix, a monitoring plan, an inspection readiness checklist, and a compliance program outline they can adapt to their own organizations.

Learning Objectives

  • Describe how real estate markets are regulated and how powers are divided among public bodies.
  • Map the regulatory obligations that apply to developers, brokers, landlords, and property managers.
  • Explain the governance role of registration and activity authorization in a property market.

Who Should Attend

This course is designed for compliance managers and officers, legal counsel, company secretaries, risk managers, internal auditors, and governance staff working in real estate developers, property companies, and real estate funds. It is equally relevant for officials in housing and municipal ministries, land registries, real estate regulators, and financial intelligence and consumer protection bodies who supervise property market activity and want to understand how regulated organizations build their programs. Professionals in brokerage firms, property and facilities managers, owners associations, banks and mortgage lenders, and government-related developers across the Gulf and Africa will find the course directly applicable. It is particularly valuable for real estate managers newly given compliance responsibilities and for compliance professionals moving into property from other sectors.
