The Public-Private Partnership (PPP) Projects Training Course equips government officials, PPP unit staff, project sponsors, advisors, investors, lenders, and private sector bidders with a comprehensive and practical understanding of how PPP projects are identified, structured, procured, financed, and managed throughout their lifecycle. Governments across the region and globally increasingly use PPPs to deliver infrastructure and public services, including transport, water and wastewater, power and renewable energy, social infrastructure such as schools and hospitals, housing, and municipal services. Well-structured PPPs can mobilize private finance and expertise, accelerate delivery, improve lifecycle management, and transfer appropriate risks to the private sector, while poorly prepared PPPs can create costly long-term liabilities, disputes, and service failures. Many PPP programmes face challenges in preparation and implementation. Projects may be selected without robust screening, value for money and affordability may not be assessed rigorously, and fiscal commitments and contingent liabilities may be underestimated. Risk allocation may be unbalanced, reducing bankability or leaving the public sector exposed, output specifications and payment mechanisms may be unclear, and procurement may attract limited competition. After financial close, contracting authorities may lack the capacity to manage long-term contracts, monitor performance, administer payment deductions, manage changes, and handle refinancing, renegotiation, termination, and handback. These weaknesses can undermine public confidence in PPPs and the sustainability of PPP programmes. This course provides a structured and practical guide to PPP projects, informed by internationally recognized PPP guidance, the practices of multilateral development institutions, and common elements of national PPP legal and institutional frameworks. Participants learn PPP concepts, rationale, benefits, and limitations, the spectrum of PPP models including build-operate-transfer, design-build-finance-operate-maintain, concessions, and availability payment and user-pay structures, and the role of PPP laws, policies, and PPP units. The program covers project identification and screening, feasibility and value for money analysis including public sector comparators, affordability and fiscal commitment assessment, risk identification and allocation, and bankability. Participants then learn the fundamentals of project finance, including special purpose vehicles, equity and debt structures, key financial ratios, and financial modeling, as well as market sounding, procurement processes, bid evaluation, and management of unsolicited proposals. The course also addresses PPP contract structure, including output specifications, key performance indicators, payment mechanisms and deductions, step-in rights, change mechanisms, force majeure, termination and compensation, refinancing, and dispute resolution, followed by financial close, contract management during construction and operation, performance monitoring, renegotiation, handback, environmental, social, and stakeholder considerations, and lessons from successful and failed PPPs. The course is delivered through an interactive, application-focused approach with international and regional case studies, screening and value for money exercises, risk allocation workshops, a simplified PPP financial model, bid evaluation simulations, and contract management scenarios. Participants leave with a PPP project screening checklist, a value for money and affordability assessment template, a PPP risk allocation matrix, a simplified project finance model, a PPP procurement process map, a bid evaluation framework, a PPP contract key terms checklist, and a PPP contract management plan outline.
