Course Overview

The Project Value Measurement & Post-Project Evaluation Training Course equips project sponsors, PMO professionals, evaluators, and performance managers with rigorous and practical methods to measure the value delivered by projects and programs and to evaluate their performance, results, and lessons after completion. In government entities, ministries, public authorities, development agencies, banks, healthcare systems, energy and utility companies, and large corporations, leadership, funders, auditors, and citizens increasingly expect evidence that investments have achieved their intended outcomes, provided value for money, and generated lessons that improve future decisions. In many organizations, projects are closed once deliverables are handed over, and evaluation is limited to a brief closure report focused on time and budget. Questions about whether the project was the right investment, whether it achieved its objectives, what outcomes and impacts it produced, whether results are sustainable, and what could be done better are rarely answered systematically. Where evaluations are conducted, they may lack clear evaluation questions, baselines, or credible methods for attributing results, rely on anecdotal evidence, or produce recommendations that are not acted upon. Lessons learned may be recorded but not shared or used. This course provides a structured approach to measuring project value and conducting post-project evaluations, informed by internationally recognized evaluation criteria and value frameworks. Participants learn the different types and timing of evaluation, including post-implementation reviews, post-project evaluations, and longer-term impact evaluations, and how they complement benefits realization management. The program covers evaluation criteria such as relevance, coherence, effectiveness, efficiency, impact, and sustainability, value frameworks including value for money, social return on investment, and public value, and the use of logic models, theories of change, and results chains to define what success looks like. Participants learn how to design evaluation questions and evaluation matrices, select indicators, establish baselines, and apply methods for attribution and contribution, including before-and-after comparisons, comparison groups, and contribution analysis. The course also addresses data collection through surveys, interviews, focus groups, document reviews, and performance data, quantitative and qualitative analysis, ex-post cost-benefit and cost-effectiveness analysis, evaluation ethics and independence, lessons learned and knowledge management processes, evaluation reporting and dissemination, management responses and action tracking, and building an evaluation culture across the organization. The course is delivered through an interactive, application-focused approach with logic model and evaluation design workshops, data analysis exercises, case studies, and a post-project evaluation plan developed by participants. Participants leave with a logic model and theory of change template, an evaluation matrix, an indicator and baseline framework, data collection tools, a value assessment template, a lessons learned process, and a post-project evaluation report template.

Learning Objectives

  • Analyze the purpose, types, and timing of project value measurement and post-project evaluation and their role in accountability and learning on Day 1.
  • Distinguish between post-implementation reviews, post-project evaluations, impact evaluations, and benefits realization reviews and select the appropriate approach.
  • Apply internationally recognized evaluation criteria, including relevance, coherence, effectiveness, efficiency, impact, and sustainability.
  • Apply value measurement frameworks, including value for money, social return on investment, and public value, to assess what projects have achieved.
  • Develop logic models, theories of change, and results chains that link inputs and activities to outputs, outcomes, and impacts.
  • Design evaluation questions and an evaluation matrix that define criteria, indicators, data sources, and methods.
  • Select indicators and establish baselines and targets that enable credible measurement of results.
  • Apply methods for attribution and contribution, including before-and-after analysis, comparison groups, and contribution analysis.
  • Apply data collection methods, including surveys, interviews, focus groups, document review, and performance data analysis.
  • Conduct ex-post cost-benefit and cost-effectiveness analysis to assess the value delivered by completed projects.
  • Implement lessons learned and knowledge management processes that ensure evaluation findings are shared and applied.
  • Design post-project evaluation reports, management responses, and action tracking processes that strengthen organizational learning by the end of Day 5.

Who Should Attend

This course is designed for project sponsors, program and portfolio managers, PMO heads and analysts, monitoring and evaluation professionals, and performance management specialists responsible for assessing project results and value. It is also highly relevant for project managers, strategy and planning professionals, internal auditors, quality and institutional excellence professionals, and finance and investment professionals involved in reviewing investment outcomes. It is particularly valuable for professionals in ministries, government entities, public authorities, and development agencies required to demonstrate the results and value of public programs and projects; in banks, development finance institutions, and investment organizations evaluating funded projects; in healthcare systems assessing the outcomes of facility, clinical, and system investments; and in energy, utilities, infrastructure, and service organizations reviewing capital and improvement programs. Senior executives, investment committees, and governance bodies that use evaluation findings to inform future investment decisions will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain why systematic evaluation is essential for accountability and learning.
  • Choose the right type and timing of evaluation for a project or program.
  • Apply recognized evaluation criteria to structure an evaluation.
  • Measure project value using appropriate value frameworks.
  • Build a logic model or theory of change that clarifies expected results.
  • Design a practical evaluation matrix with clear questions, indicators, and methods.
  • Establish baselines and use credible approaches to attribute results to a project.
  • Collect and analyze quantitative and qualitative evidence.
  • Assess value for money after completion using ex-post analysis.
  • Capture lessons learned and ensure they are used in future projects.
  • Write evaluation reports with clear findings, conclusions, and recommendations.
  • Track management responses and actions to ensure evaluation results lead to improvement.
