Course Overview

The Project Governance Framework Design & Implementation Training Course equips PMO leaders, portfolio and program managers, sponsors, and governance professionals with the knowledge and practical tools needed to design, implement, and continuously improve a project governance framework that enables sound decisions, clear accountability, and effective delivery across projects, programs, and portfolios. In government entities, ministries, public authorities, banks, healthcare systems, energy and utility companies, and large corporations, significant public and shareholder resources are committed to projects and change initiatives. Effective governance ensures that the right initiatives are selected, funded, overseen, and stopped or redirected when necessary, and that responsibilities for delivery and value are clearly defined. Many organizations experience governance that is either too weak or too heavy. In some, sponsors are not engaged, steering committees lack clear mandates, decision rights are unclear, and projects proceed without proper approval gates or assurance. In others, governance becomes a bureaucratic burden, with the same approval requirements applied to small and large initiatives, repeated reviews that add little value, and processes that are incompatible with agile or hybrid delivery. Governance documents may exist but not be followed, and there may be little connection between project governance and corporate governance, enterprise risk management, finance, and strategy. This course provides a structured and practical approach to project governance, informed by internationally recognized guidance on the governance of projects, programs, and portfolios. Participants learn the principles of governance and how it differs from management, the link between corporate governance and project governance, and the key components of an effective governance framework. The program covers governance structures and bodies, including boards, portfolio boards, steering committees, sponsors, senior responsible owners, PMOs, design authorities, and change control boards, as well as roles, accountabilities, terms of reference, decision rights, and delegation of authority. Participants then learn how to design project lifecycles and stage gates with clear entry and exit criteria, apply proportionate governance through project categorization and tiering, and tailor governance for predictive, agile, and hybrid delivery. The course also addresses policies, standards, and methodologies, financial governance and staged funding release, risk, issue, and change escalation, performance reporting, benefits governance, assurance through the three lines model, independent reviews and gateway reviews, and the integration of project governance with portfolio management, enterprise risk management, and strategic planning. Finally, participants learn how to assess governance maturity, plan and implement governance improvements, manage the change and adoption required, and measure governance effectiveness over time. The course is delivered through an interactive, application-focused approach with governance design workshops, case studies of governance successes and failures, stage gate design exercises, and the development of a governance framework for the participant's organization. Participants leave with a governance maturity assessment, a governance structure and terms of reference templates, a roles, accountabilities, and decision rights matrix, a project categorization and proportionality model, a stage gate framework with criteria, an assurance plan, and a governance implementation roadmap.

Learning Objectives

  • Analyze the principles and purpose of project governance and distinguish governance from project management on Day 1.
  • Evaluate the relationship between corporate governance and the governance of projects, programs, and portfolios, informed by internationally recognized guidance.
  • Assess the governance maturity of the participant's organization and identify priority gaps and risks.
  • Design governance structures, including boards, portfolio boards, steering committees, sponsors, senior responsible owners, PMOs, design authorities, and change control boards.
  • Develop clear roles, accountabilities, terms of reference, decision rights, and delegation of authority for project governance bodies and individuals.
  • Design project lifecycles and stage gates with defined entry and exit criteria, required deliverables, and decision options.
  • Apply proportionate governance through project categorization and tiering based on size, complexity, risk, and strategic importance.
  • Tailor governance arrangements for predictive, agile, and hybrid delivery approaches.
  • Design financial governance, staged funding release, escalation mechanisms, performance reporting, and benefits governance.
  • Develop assurance arrangements using the three lines model, independent reviews, and gateway reviews.
  • Integrate project governance with portfolio management, strategic planning, enterprise risk management, and finance.
  • Design a governance implementation roadmap that includes change management, adoption, measurement of governance effectiveness, and continuous improvement by the end of Day 5.

Who Should Attend

This course is designed for PMO heads and managers, portfolio and program managers, project sponsors, senior responsible owners, and governance, strategy, and transformation professionals responsible for establishing or improving project governance. It is also highly relevant for senior project managers, risk and compliance professionals, internal auditors, finance and budget professionals, and corporate governance and board support staff who interact with project oversight and decision making. It is particularly valuable for professionals in ministries, government entities, and public authorities responsible for governing major capital, infrastructure, digital government, and transformation portfolios; in banks and financial institutions operating within regulatory expectations for governance of change; in healthcare systems overseeing complex facility, clinical, and system programs; and in energy, utilities, oil and gas, construction, and technology organizations managing large project portfolios. Senior executives, steering committee members, investment committee members, and board members who oversee projects and investments will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain what effective project governance is and why it matters for successful delivery.

  • Assess the strengths and gaps of their organization's current governance arrangements.
  • Design governance structures and bodies with clear mandates and membership.
