Course Overview

The Project Feasibility Studies & Cost-Benefit Analysis Training Course equips project sponsors, planners, analysts, finance professionals, and decision makers with the frameworks and practical tools needed to assess whether proposed projects and investments are viable, worthwhile, and aligned with organizational and public objectives. In government entities, ministries, public authorities, development agencies, banks, healthcare systems, energy and utility companies, infrastructure, industrial, and technology organizations, and large corporations, significant resources are committed on the basis of feasibility studies and business cases. The quality of these studies determines whether scarce funds are allocated to projects that deliver real value or to projects that later prove unaffordable, underused, or unsustainable. Many feasibility studies are weakened by predictable problems. Options may not be explored properly, with a preferred solution chosen before analysis begins, demand forecasts may be optimistic, capital costs may be underestimated and operating and lifecycle costs overlooked, and benefits may be overstated or difficult to verify. Financial and economic analyses may be confused, discount rates applied inconsistently, and risks and uncertainties addressed only superficially. Studies may also give insufficient attention to technical, operational, legal, environmental, and social feasibility, and final reports may not present a clear, balanced recommendation for decision makers. This course provides a structured and practical approach to project feasibility studies and cost-benefit analysis, informed by recognized international guidance on project appraisal and business case development. Participants learn the project appraisal lifecycle, the structure of a robust business case covering strategic, economic, commercial, financial, and management dimensions, and the key components of a feasibility study, including market and demand, technical, operational, legal and regulatory, environmental and social, organizational, and financial feasibility. The program covers options identification and appraisal, demand forecasting, capital, operating, and lifecycle cost estimation, and financial analysis using cash flows, the time value of money, net present value, internal rate of return, payback, profitability index, and appropriate discount rates. Participants then learn cost-benefit analysis from an economic and societal perspective, including identifying and monetizing benefits and costs, externalities, shadow prices, social discount rates, economic net present value and benefit-cost ratios, as well as cost-effectiveness analysis and multi-criteria analysis for benefits that are difficult to monetize. The course also addresses sensitivity and scenario analysis, break-even analysis, probabilistic risk analysis, adjustments for optimism bias, distributional and sustainability considerations, funding and financing options including public-private partnerships, writing clear feasibility reports, presenting recommendations, and planning for benefits realization and post-implementation review. The course is delivered through an interactive, application-focused approach with spreadsheet-based financial and economic models, case studies, and a feasibility study developed by participants throughout the five days. Participants leave with a feasibility study framework, an options appraisal matrix, a demand and cost estimation template, a financial analysis model, a cost-benefit analysis model, a sensitivity and risk analysis tool, and a feasibility report and business case template.

Learning Objectives

  • Analyze the role of feasibility studies and cost-benefit analysis in sound investment decision making and the common causes of poor project outcomes on Day 1.
  • Apply a structured business case framework covering strategic, economic, commercial, financial, and management dimensions.
  • Evaluate market and demand, technical, operational, legal and regulatory, environmental and social, and organizational feasibility of proposed projects.
  • Develop and appraise a realistic long list and short list of options, including a do-minimum or baseline option.
  • Apply demand forecasting methods and assess the reliability of demand assumptions.
  • Estimate capital, operating, maintenance, and lifecycle costs and identify cost risks.
  • Apply financial analysis techniques, including cash flow modeling, net present value, internal rate of return, payback, and profitability index, using appropriate discount rates.
  • Apply cost-benefit analysis from an economic and societal perspective, including monetization of benefits, externalities, shadow prices, social discount rates, economic net present value, and benefit-cost ratios.
  • Apply cost-effectiveness analysis and multi-criteria analysis where benefits are difficult to express in monetary terms.
  • Assess project risks and uncertainties using sensitivity, scenario, break-even, and probabilistic analysis, and apply adjustments for optimism bias.
  • Evaluate funding and financing options, including public funding, commercial financing, and public-private partnerships, and their implications for project viability.
  • Develop a clear feasibility report and business case with a balanced recommendation and a plan for benefits realization and post-implementation review by the end of Day 5.

Who Should Attend

This course is designed for project sponsors, project and program managers, planners, economists, financial analysts, investment analysts, and business analysts responsible for preparing or reviewing feasibility studies and business cases. It is also highly relevant for strategy and planning professionals, PMO staff, budget and finance officers, engineers, and technical specialists who contribute technical, cost, and operational inputs to investment decisions. It is particularly valuable for professionals in ministries, government entities, public authorities, and development agencies appraising public investment projects and programs; in banks, investment institutions, and development finance organizations evaluating projects for financing; in healthcare systems evaluating facility, equipment, and service investments; and in energy, utilities, infrastructure, transport, industrial, real estate, and technology organizations evaluating capital projects and new initiatives. Senior managers, investment committee members, and board members who approve major investments will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how feasibility studies and cost-benefit analysis support better investment decisions.
  • Structure a business case that addresses all dimensions decision makers need.
  • Assess whether a project is feasible from market, technical, operational, legal, environmental, social, and organizational perspectives.
  • Generate and compare realistic options instead of justifying a predetermined solution.
  • Challenge demand forecasts and cost estimates and identify optimistic assumptions.
  • Build a financial model and calculate net present value, internal rate of return, and payback.
  • Distinguish between financial analysis and economic cost-benefit analysis and apply each correctly.
  • Monetize benefits and costs where appropriate and use alternative methods where monetization is not practical.
  • Test the robustness of results using sensitivity, scenario, and risk analysis.
  • Evaluate funding and financing options for a project.
  • Write a clear, balanced feasibility report with a well-supported recommendation.
  • Define benefits, measures, and review arrangements to track value after implementation.
