Course Overview

The Project Cost Estimating, Budgeting & Control Training Course equips project managers, cost engineers, quantity surveyors, planners, and finance professionals with the methods and tools needed to prepare reliable cost estimates, establish realistic budgets, and control project costs from initiation through completion. In government entities, ministries, public authorities, banks, healthcare systems, energy and utility companies, construction, engineering, and technology organizations, and large corporations, cost overruns are among the most visible and damaging project failures. They reduce value for money, strain budgets, delay other initiatives, and undermine stakeholder confidence. Cost problems usually begin early. Estimates may be prepared with insufficient scope definition, rely on outdated or unsuitable data, omit indirect costs, escalation, or risk, and be presented as single-point figures with unrealistic certainty. Budgets may not be time-phased or linked to the schedule, contingency may be set arbitrarily or used informally, and cost control may focus only on recording actual spending rather than tracking commitments, forecasting final costs, and managing change. Without integrated cost and schedule control, overruns are often recognized only when little can be done to recover them. This course provides a structured, practical approach to the full project cost management cycle. Participants learn cost management principles, estimate classes and their relationship to project maturity and scope definition, and estimating methods including analogous, parametric, unit rate, factored, and detailed bottom-up estimating. The program covers building a cost breakdown structure aligned with the work breakdown structure, estimating direct and indirect costs, including labor, materials, equipment, subcontracts, overheads, escalation, and currency effects, and determining contingency and management reserve using risk-based methods, including an introduction to quantitative cost risk analysis. Participants learn how to prepare a basis of estimate, review and validate estimates, and establish a time-phased cost baseline with control accounts, cash flow forecasts, and S-curves. The course then addresses cost control, including tracking commitments, actuals, and accruals, forecasting estimate to complete and estimate at completion, earned value management and performance indices, variance analysis, change control and trend management, cost reporting to management, value engineering, and project cost closeout and historical cost data. The course is delivered through an interactive, application-focused approach with estimating exercises, spreadsheet-based cost models, earned value calculations, and a case study project developed throughout the five days. Participants leave with a cost breakdown structure template, an estimating worksheet, a basis of estimate template, a contingency calculation model, a time-phased budget and S-curve, an earned value analysis template, and a project cost report template.

Learning Objectives

  • Analyze the principles of project cost management and the main causes of cost overruns on Day 1.
  • Apply estimate classification concepts to link estimate accuracy and methods to the level of project definition.
  • Apply estimating methods, including analogous, parametric, unit rate, factored, and bottom-up estimating, to prepare cost estimates.
  • Develop a cost breakdown structure aligned with the work breakdown structure and the organization's accounting structure.
  • Estimate direct and indirect costs, including labor, materials, equipment, subcontracts, overheads, escalation, and currency effects.
  • Determine contingency and management reserve using risk-based methods and interpret the results of quantitative cost risk analysis.
  • Prepare a basis of estimate document and apply structured estimate review and validation techniques.
  • Develop a time-phased cost baseline with control accounts, cash flow forecasts, and S-curves linked to the project schedule.
  • Implement cost control practices that track commitments, actuals, and accruals and forecast estimate to complete and estimate at completion.
  • Apply earned value management, including planned value, earned value, actual cost, cost and schedule variances, and performance indices.
  • Implement change control, trend management, and variance analysis to manage cost deviations proactively.
  • Design project cost reports and a cost closeout process that captures historical cost data by the end of Day 5.

Who Should Attend

This course is designed for project managers, cost engineers, cost controllers, quantity surveyors, estimators, planning and project control engineers, and PMO staff responsible for estimating, budgeting, or controlling project costs. It is also highly relevant for finance professionals, budget officers, and financial controllers who approve and monitor project budgets, and for contract managers and procurement professionals involved in cost-related decisions. It is particularly valuable for professionals in ministries, government entities, and public authorities preparing capital budgets and managing public projects; in banks and financial institutions managing technology and business change project budgets or financing projects; in healthcare systems managing facility and equipment projects; and in energy, utilities, construction, engineering, manufacturing, and service organizations managing capital, maintenance, and improvement projects. Senior managers who approve project funding and review project cost performance will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain how cost estimating, budgeting, and control work together throughout the project lifecycle.
  • Select appropriate estimating methods based on project stage and available information.
  • Build a cost breakdown structure linked to the work breakdown structure.
  • Prepare a complete cost estimate that includes direct costs, indirect costs, escalation, and contingency.
  • Document estimate assumptions, exclusions, and risks in a clear basis of estimate.
  • Review estimates critically and identify gaps and unrealistic assumptions.
  • Set contingency based on identified risks rather than arbitrary percentages.
  • Develop a time-phased budget, cash flow forecast, and S-curve linked to the schedule.
  • Track commitments and actual costs and forecast final project costs.
  • Calculate and interpret earned value indicators and forecasts.
  • Manage cost changes and trends through a controlled process.
  • Prepare clear cost reports that support timely management decisions.
