Course Overview

The Procurement Planning & Specification Writing Training Course equips procurement professionals, technical specialists, and requesting departments with the skills to plan procurement effectively and to define requirements clearly, accurately, and fairly through well-written specifications, statements of work, and terms of reference. In government entities, ministries, banks, healthcare systems, energy and utility companies, manufacturing, construction, and service organizations, and large corporations, most procurement problems can be traced back to the early stages: requirements identified too late, unrealistic timelines, poorly estimated budgets, and specifications that are vague, incomplete, over-specified, or unintentionally restrictive. When procurement is not planned, organizations face rushed purchases, reduced competition, emergency and direct awards, higher prices, and budget overruns. When specifications are weak, suppliers submit offers that cannot be compared, evaluations become subjective, clarifications and addenda multiply, and contracts deliver goods or services that do not meet actual needs. Specifications that name brands, copy a single supplier's product sheet, or include unnecessary requirements can limit competition, increase cost, and expose the organization to complaints and audit findings. Poorly defined acceptance criteria also make it difficult to hold suppliers accountable after award. This course provides a practical, structured approach to procurement planning and specification writing. Participants learn how to develop annual and multi-year procurement plans linked to organizational strategy and budgets, forecast and aggregate requirements, estimate values and lead times, select procurement methods, and schedule procurement activities realistically. The program covers pre-procurement planning for individual requirements, including needs analysis, options analysis, market research, cost estimation, risk assessment, and stakeholder engagement. Participants then learn the different types of specifications, including functional, performance, output-based, and technical specifications, and how to write clear statements of requirements, statements of work, and terms of reference for consultancy and professional services. The course addresses principles of clear and neutral specification writing, referencing recognized standards, avoiding brand names and restrictive requirements, defining quantities, delivery, packaging, testing, inspection, acceptance criteria, warranties, after-sales support, and sustainability requirements, and linking specifications to evaluation criteria and contract performance measures. Participants also learn how to review and approve specifications before release. The course is delivered through an interactive, hands-on approach with planning exercises, specification writing and review workshops, and case studies based on goods, services, works, and consultancy requirements. Participants leave with an annual procurement plan template, a pre-procurement planning checklist, a market research guide, specification and statement of work templates, a terms of reference template, and a specification review checklist.

It is particularly valuable for professionals in ministries and government entities preparing annual procurement plans and tender specifications under public procurement regulations; in banks and financial institutions defining technology, outsourcing, and professional service requirements; in healthcare systems specifying medicines, medical devices, and clinical and facility services; and in energy, utilities, manufacturing, construction, and service organizations defining requirements for materials, equipment, maintenance, and projects.
