The Port Investment, Pricing & Tariff Strategy Training Course equips port authority executives, finance and commercial managers, regulators, and investment officials with the knowledge needed to decide which port investments to make, how to pay for them, and how to price port services. It addresses the financial and commercial side of the port business, where decisions on capacity, funding, and tariffs determine whether a port remains affordable to users and sustainable for its owners. Ports in the Gulf and Africa are competing for transshipment, corridor, and resource traffic while financing long-lived assets, which makes disciplined appraisal and transparent pricing a central management responsibility. The course begins with port economics: cost structures, economies of scale, captive and contestable traffic, shipping line bargaining power, and the logic of competition between ports. Participants then learn how to build demand forecasts with scenarios, including hinterland growth, transshipment risk, and vessel size trends. They develop financial models for phased port investments, using net present value, internal rate of return, payback, sensitivity analysis, and real options thinking, and they compare financial appraisal with the economic appraisal that public funders and development lenders expect. The program then addresses funding and pricing. Participants compare public budgets, port revenues, concessions, public-private partnerships, development finance, and commercial debt, and they examine the risks that lenders assess. They review tariff structures, including port dues, pilotage, towage, berth hire, cargo dues, storage, and terminal handling charges; cost-based, value-based, and competitive pricing; discounts and incentive schemes; green tariff incentives; and the governance of tariff regulation, consultation, and publication. The relationship between tariffs, concession fees, and terminal investment is treated as a single commercial system. Participants also learn how to explain tariff changes to users and government owners in terms each can accept. The course is delivered through financial modeling exercises, tariff redesign cases, negotiation role plays, and a final investment and pricing workshop. Participants leave with a demand forecast template, an investment appraisal model, a tariff review framework, an incentive scheme design checklist, and a port commercial strategy outline they can adapt to their own institutions. All figures used in the exercises are illustrative teaching data.
