Course Overview

The Permit to Work (PTW) Systems Training Course equips issuers, receivers, supervisors, HSE professionals, and operations and maintenance personnel with the knowledge and practical skills needed to plan, issue, control, monitor, and close out work permits safely and to manage permit-to-work systems effectively. Permit-to-work systems are a critical control for non-routine and high-risk work such as hot work, confined space entry, work on isolated equipment, electrical work, excavation, work at height, radiography, and lifting operations in oil and gas, petrochemical, power, water, industrial, and facilities environments. Weak permit practices, including poor hazard identification, inadequate isolations, missing gas tests, uncontrolled interactions between jobs, and ineffective shift handovers, have been identified as contributing causes of many major industrial accidents. The course covers the full permit-to-work process and its management. Participants learn the purpose and principles of permit-to-work systems, recognized industry guidance and lessons from major incidents, permit types and certificates, and the roles and responsibilities of authorizing, issuing, performing, isolating, and gas testing personnel. The program then addresses work planning and risk assessment, job safety analysis, isolation planning and verification, lockout and tagout, positive isolation methods, gas testing, permit issue and toolbox talks, site monitoring, suspension, shift handover, extension, closeout, and return to service. Participants also examine interacting permits and simultaneous operations, contractor involvement, competence and authorization, auditing and monitoring of permit systems, key performance indicators, electronic permit-to-work systems, and practical improvements to strengthen permit culture and compliance. The course is delivered through permit completion exercises, isolation planning workshops, role plays of permit issue and shift handover, field audit simulations, and major incident case studies. Participants leave with a permit-to-work process map, a roles and responsibilities matrix, an isolation planning and verification checklist, a permit audit checklist, and a permit-to-work system improvement plan template.

Learning Objectives

  • Analyze the purpose and principles of permit-to-work systems and lessons from major incidents linked to permit failures on Day 1.
  • Apply recognized industry guidance and regulatory expectations for permit-to-work systems.
  • Distinguish permit types and associated certificates, including hot work, cold work, confined space entry, electrical, excavation, work at height, radiography, and lifting.
  • Define the roles, responsibilities, and competence requirements of authorizing, issuing, performing, isolating, and gas testing personnel.
  • Plan work and conduct risk assessments and job safety analyses as part of the permit process.
  • Plan, apply, and verify isolations, including lockout and tagout, electrical isolation and proving dead, and positive mechanical and process isolation.
  • Apply gas testing requirements and interpret gas test results for permit issue and continuous monitoring.
  • Issue permits correctly and conduct effective toolbox talks and site handover to work parties.
  • Monitor work in progress and manage suspension, shift handover, extension, and closeout and return to service.
  • Manage interacting permits, simultaneous operations, and contractor participation in permit systems.
  • Audit and monitor permit-to-work systems using checklists, key performance indicators, and field verification.
  • Evaluate electronic permit-to-work systems and develop improvements to strengthen permit culture and compliance by the end of Day 5.

Who Should Attend

This course is designed for permit issuers and area authorities, permit receivers and performing authorities, isolating authorities, gas testers, and operations and maintenance supervisors involved in permit-to-work activities. It is also relevant for HSE professionals, contractor supervisors, turnaround and shutdown coordinators, project and construction supervisors, and managers responsible for permit system performance and compliance. It is particularly valuable for professionals in oil and gas, refining, petrochemical, fertilizer, and chemical plants, gas processing and LNG facilities, power generation, water, and desalination plants, manufacturing and industrial facilities, ports and terminals, and facilities management organizations, as well as maintenance, construction, and service contractors.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain why permit-to-work systems are essential for controlling high-risk work.
  • Apply recognized good practice in permit-to-work systems.
  • Select the correct permit and certificates for different types of work.
  • Carry out their role in the permit process competently.
  • Identify hazards and controls through effective work planning.
  • Plan and verify safe isolations.
  • Specify and interpret gas tests correctly.
  • Issue and receive permits with clear communication of hazards and controls.
  • Manage permits safely during suspensions, handovers, and closeout.
  • Control interactions between concurrent work activities.
  • Audit permit practices and identify weaknesses.
  • Recommend practical improvements to their permit-to-work system.
