Course Overview

The Open Government Data Program Management Training Course equips ministries, government authorities, and public bodies to plan, launch, and sustain an open data program that publishes public information in reusable, trustworthy form. The course follows the full publication chain, from policy and licensing to dataset prioritization, publication standards, quality and disclosure checks, user engagement, and performance measurement. Open data has become a recognized indicator of government transparency and digital maturity. Citizens, businesses, and researchers expect government datasets to be complete, current, machine-readable, and free to reuse. Yet many programs remain limited to a portal of scattered files with unclear licenses and missing metadata. Sustainable programs need clear mandates, defined roles, publication procedures, and continuous dialogue with data users. The program covers open data principles and policy frameworks, including the International Open Data Charter, national policies and licenses from authorities such as TDRA in the UAE and SDAIA in Saudi Arabia, and African Union data policy frameworks, along with data inventories, high-value datasets, open formats, metadata standards, and portals. Emphasis is placed on safe publication: data quality checks, anonymization, statistical disclosure control, and alignment with personal data protection laws such as the UAE Federal Decree-Law on the Protection of Personal Data and the Saudi Personal Data Protection Law. It also prepares entities for international assessments such as the OECD OURdata Index, the Open Data Inventory, and the UN E-Government Survey. Through case studies, dataset assessments, license and metadata drafting, anonymization workshops, and program planning, participants will learn to run an open data program that publishes useful data, protects personal information, and demonstrates public value.

Learning Objectives

  • Explain open government data principles and their role in transparency, innovation, and public value.
  • Interpret national open data policies, mandates, and licensing models applicable to government entities.
  • Design an open data program governance model with clear roles, responsibilities, and approval workflows.
  • Build and maintain a government data inventory as the foundation for publication decisions.
  • Prioritize datasets for release using demand, public value, readiness, and risk criteria.
  • Apply open format, metadata, and machine-readability standards to published government datasets.
  • Evaluate portal, API, and bulk-download options for publishing and maintaining government data.
  • Apply structured data quality checks before and after the publication of open datasets.
  • Apply anonymization and statistical disclosure control techniques to reduce re-identification risk.
  • Develop user engagement and reuse activities with businesses, researchers, media, and civil society.
  • Assess open data program performance against the criteria of international open data indices.
  • Develop a practical roadmap for launching or strengthening a government open data program.

Who Should Attend

This training course is designed for open data officers and program managers, chief data officers and data office teams, data governance and data management specialists, statisticians and statistics unit staff, digital platform managers, and communication and public engagement teams responsible for publishing government information. It is particularly relevant to ministries, government authorities, national statistics offices, regulators, municipalities, and public-sector organizations required to publish open data under national policies or seeking to strengthen transparency, data reuse, and their standing in international open data assessments. The program will also benefit legal and data protection officers, privacy and information security professionals, digital transformation teams, strategy and performance managers, and policy advisors who approve, oversee, or rely on the release of government data.

Learning Outcomes

  • Explain the principles, value, and policy foundations of open government data.
  • Interpret national open data policies and select appropriate open licenses and reuse terms.
  • Design a governance model for an open data program with defined roles and approval workflows.
  • Build a government data inventory and classify datasets for open, shared, or restricted access.
  • Prioritize datasets for publication using structured value, demand, readiness, and risk criteria.
  • Prepare datasets in open, machine-readable formats with complete and consistent metadata.
  • Evaluate open data portal functions, APIs, and publication channels against user needs.
  • Apply pre-publication data quality checks and manage corrections to published data.
  • Identify direct and indirect identifiers and assess re-identification risk in government datasets.
  • Apply anonymization and statistical disclosure control techniques before releasing data.
  • Design user engagement activities that increase the reuse and public value of open data.
  • Measure program performance and prepare evidence for international open data assessments.
  • Develop a practical roadmap for launching or strengthening a government open data program.
