Course Overview

The Offshore Safety & Emergency Response Training Course equips offshore personnel, supervisors, HSE professionals, and onshore support teams with the knowledge and practical understanding needed to recognize offshore hazards, work safely on offshore installations, and respond effectively to offshore emergencies. Fixed platforms, jack-ups, semi-submersibles, drillships, and floating production units operate in isolated, confined, and hostile environments where hydrocarbons, high pressures, marine and helicopter operations, and weather combine to create major accident potential. Lessons from major offshore disasters show that effective safety management, robust barriers, disciplined permit and simultaneous operations control, and well-rehearsed emergency response, evacuation, escape, and rescue arrangements are essential to protect people and assets. The course covers offshore safety from hazard awareness to emergency response, informed by recognized international maritime and offshore regulations, safety case principles, and industry good practice. Participants learn the types of offshore installations and their hazards, lessons from major offshore accidents, safety management systems, safety and environmental critical elements, and major accident barriers, and how permit-to-work, simultaneous operations, and process safety controls apply offshore. The program then addresses helicopter and marine transfer safety, working at height over water, dropped objects, confined spaces, and hydrogen sulfide, fire and gas detection, emergency shutdown and blowdown, and fire protection systems. Participants also examine offshore emergency response organization and command, muster and personnel accountability, temporary refuge, evacuation, escape, and rescue using lifeboats, liferafts, and standby vessels, sea survival, man overboard recovery, medical emergencies and medevac, well control, collision, severe weather, and oil spill emergencies, and the planning and evaluation of drills and exercises. The course is delivered through major incident case studies, installation layout and escape route reviews, emergency scenario exercises, tabletop drills, and demonstrations of survival and safety equipment. Participants leave with an offshore hazard awareness guide, a simultaneous operations review checklist, an emergency response roles and actions guide, a muster and evacuation checklist, and a drill planning and evaluation template. This course builds offshore safety and emergency response knowledge and does not replace mandatory offshore safety induction, sea survival, or helicopter underwater escape certification required by operators and regulators.

Learning Objectives

  • Analyze offshore hazards and the causes and lessons of major offshore accidents on Day 1.
  • Identify types of offshore installations, including fixed platforms, jack-ups, semi-submersibles, drillships, and floating production units, and their specific hazards.
  • Apply recognized international maritime and offshore regulations, safety case principles, and industry good practice.
  • Explain offshore safety management systems, safety and environmental critical elements, and major accident barriers.
  • Apply permit-to-work, simultaneous operations, and process safety controls in offshore operations.
  • Apply safe practices for helicopter operations, marine transfers, working at height over water, dropped objects, confined spaces, and hydrogen sulfide.
  • Explain fire and gas detection, emergency shutdown, blowdown, and active and passive fire protection systems.
  • Describe the offshore emergency response organization, command roles, and coordination with onshore support.
  • Apply muster, personnel accountability, and temporary refuge procedures.
  • Apply evacuation, escape, and rescue arrangements, including lifeboats, liferafts, standby vessels, sea survival, and man overboard recovery.
  • Respond to medical emergencies, well control incidents, collisions, severe weather, and oil spills.
  • Plan, conduct, and evaluate offshore emergency drills and exercises by the end of Day 5.

Who Should Attend

This course is designed for offshore operations and maintenance personnel, supervisors, offshore installation managers and deputies, HSE advisors and medics, and emergency response team members working on offshore installations. It is also relevant for onshore emergency support teams, marine and logistics coordinators, drilling and well services personnel, contractors mobilizing offshore, and managers responsible for offshore safety performance. It is particularly valuable for professionals in offshore oil and gas operators, drilling contractors, floating production and marine service companies, offshore construction and maintenance contractors, helicopter and marine logistics providers, and regulators and government entities overseeing offshore operations.

Learning Outcomes

  • Explain the major hazards of offshore operations and lessons from past disasters.
  • Recognize the specific hazards of different offshore installation types.
  • Understand the regulatory and safety case framework for offshore work.
  • Explain how safety critical elements and barriers prevent major accidents.
  • Apply permit-to-work and simultaneous operations controls offshore.
  • Work safely during helicopter travel, marine transfers, and high-risk tasks.
  • Understand how fire and gas, shutdown, and fire protection systems work.
  • Know their role in the offshore emergency response organization.
  • Muster correctly and support personnel accountability.
  • Understand evacuation, escape, and survival at sea arrangements.
  • Respond appropriately to major offshore emergency scenarios.
  • Plan and evaluate effective emergency drills.
