Course Overview

This practical course equips managers to design, run, and govern a complete occupational health surveillance and medical fitness program across their organization. Going beyond hazard control and heat-specific fitness topics, it connects pre-employment and periodic fitness examinations, exposure-linked medical surveillance, non-communicable disease screening, health records, return to work, and occupational disease reporting into one managed system. The course examines the legal and professional framework for occupational health services, including the ILO Occupational Health Services Convention (No. 161), ISO 45001, national labor, social insurance, and data protection laws, and the Saudi regulation on occupational fitness examinations and non-communicable disease screening. Participants will learn how to translate these requirements into job-based fitness standards, examination matrices, surveillance protocols, and clear responsibilities for occupational health, HSE, HR, and line management. Particular emphasis is placed on program governance rather than clinical practice: how examinations are scoped, scheduled, tracked, and contracted; how surveillance is triggered by industrial hygiene exposure data; how fitness outcomes are communicated to managers without disclosing medical details; and how confidential health records are structured, protected, and retained. The program also covers sickness absence and return-to-work management, the recognition and notification of occupational disease, and the indicators used to monitor program performance. Through workshops and case studies, participants will build an occupational health program framework that they can apply directly within their own organizations.

Learning Objectives

  • By the end of this training course, participants will be able to:
  • Explain the purpose, scope, and legal basis of an occupational health surveillance and fitness program.
  • Define the roles of occupational health, HSE, HR, line managers, and medical service providers.
  • Develop job-based fitness standards that link task demands and workplace hazards to examination requirements.
  • Design pre-employment, pre-placement, and periodic examination matrices for different job groups.
  • Establish scheduling, tracking, and escalation processes that keep examinations and surveillance up to date.
  • Link industrial hygiene exposure data to targeted medical surveillance protocols and action triggers.
  • Plan workplace non-communicable disease screening with clear referral and follow-up pathways.
  • Govern fitness-for-work decisions, restrictions, appeals, and the communication of outcomes to management.
  • Structure confidential health records with appropriate access control, consent, and retention rules.
  • Manage return-to-work cases and modified duties in coordination with HR and supervisors.
  • Apply procedures for recognizing, investigating, and reporting occupational disease.
  • Measure program performance through indicators, audits, and management review.

Who Should Attend

This course is designed for occupational health physicians and nurses, occupational health managers and coordinators, and professionals responsible for planning and running workforce health programs. It is equally suitable for HSE managers and specialists, industrial hygienists, HR managers, employee relations and benefits professionals, and contract managers who oversee clinics and medical service providers. The program is relevant to oil and gas, petrochemicals, construction, manufacturing, mining, utilities, transportation, and aviation, as well as ministries, government entities, and public sector organizations with large workforces. It also supports organizations preparing to meet national requirements for occupational fitness examinations and non-communicable disease screening. Participants who benefit most are those responsible for building or restructuring an occupational health program, or for coordinating occupational health with HSE and HR.

Learning Outcomes

  • Upon completion of the course, participants will be able to:
  • Describe the legal and professional framework governing occupational health programs.
  • Assign clear occupational health responsibilities across HSE, HR, and line management.
  • Develop fitness standards for safety-critical and high-risk roles.
  • Build examination matrices and schedules for pre-employment and periodic examinations.
  • Select exposure-linked surveillance protocols using industrial hygiene data.
  • Plan workplace non-communicable disease screening programs with defined referral and follow-up pathways.
  • Apply consistent fitness categories and communicate outcomes confidentially.
  • Establish secure procedures for health records, worker consent, access, and retention.
  • Manage return-to-work cases, modified duties, and temporary restrictions in coordination with HR and supervisors.
  • Recognize, investigate, and report occupational disease cases correctly.
  • Oversee clinics and medical service providers against defined service standards.
