Course Overview

This advanced training course provides a practical and comprehensive framework for planning, delivering, and improving municipal solid waste services at city and regional level. Unlike courses written for a single facility managing its own waste, it is designed for municipalities, waste authorities, and concession companies responsible for household, commercial, and institutional waste across an entire service area. The course explores integrated solid waste management planning, waste generation and composition studies, collection system design, source segregation programs, transfer station operations, and material recovery. Participants will also examine composting, anaerobic digestion, and mechanical biological treatment as routes for diverting organic and recyclable fractions from landfill. The program also addresses waste-to-energy feasibility, thermal treatment, flue gas cleaning, and ash management, together with sanitary landfill siting, design, leachate and gas control, closure, and dumpsite rehabilitation. Particular attention is given to private sector participation, contract models, payment mechanisms, and risk allocation. Through case studies and planning workshops, participants will develop the ability to assess existing municipal waste systems, compare treatment options on technical and financial grounds, structure service contracts, and prepare integrated plans that increase landfill diversion and protect public health and the environment.

Learning Objectives

  • By the end of the course, participants will be able to:
  • Understand integrated municipal solid waste management and the waste hierarchy.
  • Plan and interpret waste generation and composition studies.
  • Design collection systems, service frequencies, and routes.
  • Develop source segregation programs supported by public awareness and enforcement.
  • Evaluate transfer station and material recovery facility siting and operation.
  • Assess composting, anaerobic digestion, and mechanical biological treatment for organic waste.
  • Evaluate the technical and financial feasibility of waste-to-energy projects.
  • Apply sanitary landfill siting, design, operation, and closure principles.
  • Plan the rehabilitation of open dumpsites.
  • Compare private sector participation models and contract structures.
  • Develop performance indicators and monitoring systems for municipal waste contracts.
  • Prepare an integrated municipal waste plan that increases landfill diversion.

Who Should Attend

This course is designed for Municipal Waste Managers, Solid Waste Engineers, Environmental Planners, Waste Authority Officials, Public Health and Environment Officers, Cleansing Department Heads, Contract Managers, Operations Managers, and professionals responsible for planning, procuring, or supervising municipal waste services. It is also suitable for Project Developers, Investment and Public-Private Partnership Specialists, Financial Analysts, Environmental Consultants, Landfill and Treatment Plant Managers, Sustainability Professionals, Regulators, and personnel involved in evaluating waste treatment projects or monitoring contractor performance. The program is particularly relevant to municipalities, city councils, waste management authorities, environment ministries, regulatory agencies, waste collection and treatment concession companies, utility and energy companies, and development organizations supporting urban waste infrastructure.

Learning Outcomes

  • Upon completion of the course, participants will be able to:
  • Establish an integrated solid waste management framework for a municipality or region.
  • Conduct waste generation and composition studies and interpret their findings.
  • Design collection routes, container systems, and fleet requirements.
  • Implement source segregation programs with clear public communication.
  • Specify transfer station capacity, layout, and operating procedures.
  • Select suitable recycling, composting, and biological treatment options.
  • Screen waste-to-energy proposals for technical, environmental, and financial viability.
  • Evaluate sanitary landfill design, operation, and closure plans.
  • Prepare rehabilitation plans for open dumpsites.
  • Structure private sector contracts with balanced risk allocation and payment terms.
  • Monitor contractor performance through measurable service indicators.
  • Prepare integrated municipal waste plans that raise landfill diversion and service quality.
