Course Overview

The Monitoring & Evaluation (M&E) for Projects & Development Programmes Training Course provides a comprehensive framework for designing, implementing, and strengthening monitoring and evaluation systems across development projects and programmes. The course focuses on measuring progress against planned objectives, assessing programme effectiveness, tracking performance indicators, and generating reliable evidence to support informed decision-making, accountability, and continuous improvement. Participants explore the principles of results-based management, logical frameworks, theories of change, and results chains. The programme examines how to translate project objectives into measurable indicators, establish baselines and targets, develop monitoring plans, and collect reliable data throughout the project lifecycle. Particular attention is given to aligning monitoring and evaluation activities with programme objectives, stakeholder expectations, donor requirements, and organizational priorities. The course develops practical capabilities in quantitative and qualitative data collection, indicator measurement, data quality assurance, performance analysis, and evaluation design. Participants learn to assess relevance, effectiveness, efficiency, impact, and sustainability while distinguishing between routine monitoring, periodic reviews, outcome assessments, and impact evaluations. The programme also addresses risk-based monitoring, stakeholder engagement, gender and social inclusion considerations, and the ethical management of programme data. Through case studies, practical exercises, and simulated programme reviews, participants strengthen their ability to prepare monitoring and evaluation plans, analyse performance gaps, interpret findings, and develop evidence-based recommendations. The course emphasizes the use of M&E findings to improve implementation, demonstrate results to stakeholders and donors, strengthen institutional accountability, and support sustainable development outcomes.
