Course Overview

The Mining Regulatory Frameworks & Compliance Management Training Course equips compliance officers, legal counsel, mine managers, and regulatory officials with a structured way to understand how mining is regulated and to manage the resulting obligations inside an organization throughout the mine life cycle. Mining law across the Gulf and Africa typically combines a mining code with environmental, labor, tax, water, land, and explosives rules, each administered by a different authority, so obligations are easily scattered across departments and contractors and go unnoticed until an inspection or a permit renewal exposes the gap. The course focuses on compliance management within the company. Participants examine how mineral ownership, mining codes, and regulations fit together; how exploration and production rights are structured as a matter of public governance; and which conditions typically attach to those rights, including work commitments, reporting, environmental approvals, community obligations, and closure. Licensing appears only as a governance topic, so that managers understand what regulators grant, monitor, and can withdraw; the course does not prepare anyone to apply for or hold a license. Participants work with reference points that shape good regulatory practice in the sector, including the Africa Mining Vision, the Mining Policy Framework of the Intergovernmental Forum on Mining, the EITI Standard, and ISO 37301 for compliance management systems. They then translate these ideas into working tools: a legal obligations register, clear ownership across functions, internal controls and assurance, contractor compliance, document and data management, and structured relations with inspectors and ministries. Regulatory change, inspections, nonconformance, internal investigations, and escalation to the board complete the scope. The course is delivered through case studies of mining compliance failures and good practice, obligation mapping exercises, regulatory inspection scenarios, and a final compliance management workshop. Participants leave with a legal obligations register template, a permit conditions tracker, an inspection readiness checklist, a regulatory engagement protocol, and a compliance management plan they can adapt to their own organization.

Learning Objectives

  • Explain how mineral ownership, mining codes, regulations, and general law combine to govern a mining operation.
  • Map the ministries, agencies, and local authorities that regulate each part of a mining organization's activity.
  • Describe how regulators grant, monitor, suspend, and withdraw mineral rights as a function of public governance.
  • Identify the conditions that typically attach to exploration and production rights across the mine life cycle.
  • Build a legal obligations register that assigns every requirement to an accountable owner and a source of evidence.
  • Apply the principles of ISO 37301 to design a compliance management system suited to a mining organization.
  • Assess compliance risks across operations, environment, labor, fiscal reporting, land access, and community commitments.
  • Establish internal controls and clear lines of assurance for permits, regulatory reports, and compliance records.
  • Extend compliance requirements to contractors, joint venture partners, and suppliers working on mine sites.
  • Prepare the organization to host regulatory inspections and to respond professionally to findings and directives.
  • Manage regulatory change so new or amended requirements reach procedures, budgets, and responsible teams quickly.
  • Report compliance status to senior management and the board with useful indicators and timely escalation.

Who Should Attend

This course is designed for compliance managers and officers, legal counsel, company secretaries, permitting and regulatory affairs specializts, and risk and internal audit professionals working in mining organizations, as well as general managers and mine managers who are accountable for regulatory performance. It is equally relevant for officials in ministries of mining, geological surveys, mining cadastre offices, environmental agencies, and tax authorities who oversee the sector or wish to understand how companies organize their compliance. Professionals in mining operators, exploration companies, state mining enterprises, mining contractors and service providers, law firms, and development programs supporting mining governance will find the course directly applicable. It is particularly valuable for organizations entering mining from other sectors, and for new or expanding operations in the Gulf and Africa that need to organize their obligations in one managed system.

Learning Outcomes

  • By the end of this course, participants will be able to:
  • Explain how mining law, sector regulations, and general law apply to their own operation or institution.
