The Mineral Resources Governance & Policy Training Course equips officials in ministries, geological authorities, regulators, and state mining bodies with a structured way to design, assess, and oversee how a country's mineral resources are managed. It is written for government bodies and regulatory agencies rather than for mining companies. Across the Gulf and Africa, states are seeking to turn mineral wealth into lasting public benefit while attracting responsible investment, and that depends less on geology than on clear policy, capable institutions, and transparent decisions. The course follows the mining value chain from a public interest perspective. Participants examine national mineral policy and legislation, geological data as a public asset, the mining cadastre, how rights are allocated and managed, the terms of mineral agreements, and the choice of fiscal instruments such as royalties, income taxes, and state participation. They then turn to revenue collection and management, transfer pricing risk, local content and linkages, inspection and enforcement, environmental and social oversight, artisanal and small-scale mining, and mine closure with financial assurance. Participants work with international frameworks that governments use as reference points, including the Mining Policy Framework of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF), the Africa Mining Vision, the Extractive Industries Transparency Initiative (EITI), the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas, and, on the operator side, the Global Industry Standard on Tailings Management. They learn how to compare approaches without assuming that one model fits every country. Licensing is studied purely as a governance function of the state; the course does not prepare anyone for a license application, and no country's current rules are presented as a recommendation. The course is delivered through comparative case studies, policy diagnostic exercises, a simplified fiscal comparison, regulatory scenario discussions, and a final governance workshop. Participants leave with a sector governance diagnostic, an institutional roles map, a fiscal options comparison, a transparency checklist, and a governance improvement roadmap they can adapt to their own institution.
