Course Overview

The Mega & Giga Projects Programme Management Training Course equips programme directors, owner's representatives, senior project leaders, and governance professionals with the strategies, structures, and practical tools needed to plan, govern, and deliver mega and giga projects and programmes successfully. Mega and giga projects are exceptionally large, complex, and long-duration undertakings, often involving investments of billions, multiple interconnected programmes, hundreds of contracts, thousands of workers, extensive supply chains, and high public and political visibility. In the region and globally, such initiatives include new cities and urban developments, tourism and destination projects, transport networks, airports and ports, energy and utilities infrastructure, industrial complexes, and national transformation projects that shape economies for decades. Mega and giga projects face distinctive challenges that cannot be addressed simply by scaling up conventional project management. International experience shows that such projects frequently experience significant cost overruns, schedule delays, and benefit shortfalls, often driven by optimism bias, insufficient front-end planning, strategic misrepresentation, unrealistic delivery timelines, and underestimated complexity. Owners must design governance and organizational structures that work at unprecedented scale, choose delivery models and partners, manage market capacity constraints in labor, materials, and contractors, coordinate thousands of interfaces, and maintain a single integrated view of schedule, cost, and risk. At the same time, they must manage stakeholder expectations, environmental and social impacts, sustainability commitments, health and safety risks, localization objectives, and the transition to operations and long-term legacy. This course provides a structured approach to managing mega and giga projects as integrated programmes, informed by international research on major project performance and recognized programme management and project controls practices. Participants learn the characteristics and performance patterns of mega and giga projects, the causes of success and failure, and the importance of strategic front-end planning, including reference class forecasting and robust business cases. The program covers translating strategic intent into master plans, programme-of-programmes structures, and phasing strategies, designing owner organizations and selecting delivery models, including owner's teams, delivery partners, project management consultants, integrators, and alliances, and establishing governance, decision rights, and integrated assurance at scale. Participants then learn commercial and contracting strategy, market capacity and supply chain management, interface management across multiple packages and stakeholders, integrated master scheduling, cost control, and quantitative risk analysis and contingency management for mega programmes. The course also addresses stakeholder, community, and government relations, environmental, social, and sustainability management, health and safety at scale, workforce planning and local content, logistics and construction management, digital delivery including BIM, digital twins, and integrated control centers, operational readiness and asset handover, and securing long-term benefits and legacy. The course is delivered through an interactive, application-focused approach with international case studies of mega and giga projects, governance and delivery model design workshops, interface and integrated control exercises, and the development of a delivery strategy outline for a mega or giga project. Participants leave with a mega project front-end planning checklist, a programme-of-programmes structure template, a delivery model comparison matrix, a governance and integrated assurance framework, a market capacity and supply chain risk assessment, an interface management framework, an integrated project controls framework, and an operational readiness and legacy plan outline.

Learning Objectives

  • Analyze the characteristics, performance patterns, and common causes of success and failure in mega and giga projects on Day 1.
  • Apply strategic front-end planning, including reference class forecasting and robust business case development, to counter optimism bias and strategic misrepresentation.
  • Translate strategic intent into master plans, programme-of-programmes structures, and phasing strategies.
  • Design owner organizations and evaluate delivery models, including owner's teams, delivery partners, project management consultants, integrators, and alliances.
  • Establish governance, decision rights, and integrated assurance frameworks suited to the scale and visibility of mega and giga projects.
  • Develop commercial and contracting strategies that allocate risk appropriately and support collaboration across many contractors and suppliers.
  • Assess market capacity and supply chain constraints in labor, materials, equipment, and contractors, and plan mitigation strategies.
  • Design interface management frameworks that coordinate multiple packages, contractors, authorities, and stakeholders.
  • Establish integrated project controls, including integrated master schedules, cost control, quantitative risk analysis, and contingency management at programme scale.
  • Manage stakeholder, community, and government relations, environmental, social, and sustainability commitments, and health and safety at scale.
  • Evaluate the role of workforce planning, local content, logistics, and digital delivery, including BIM, digital twins, and integrated control centers.
  • Plan operational readiness, asset handover, and long-term benefits and legacy for mega and giga projects by the end of Day 5.

Who Should Attend

This course is designed for programme and project directors, owner's representatives, senior project managers, PMO and project controls leaders, and executives responsible for planning, governing, or delivering mega and giga projects. It is also highly relevant for commercial and contracts directors, risk managers, design and engineering managers, delivery partner and project management consultant leaders, and professionals in sponsoring government entities and investment organizations. It is particularly valuable for professionals in ministries, government entities, public investment and development organizations, and authorities overseeing large-scale national and urban development programmes; in developers of new cities, tourism destinations, and mixed-use megadevelopments; in transport, aviation, ports, energy, water, and utilities organizations delivering major infrastructure; in oil and gas, petrochemical, and industrial organizations delivering large capital complexes; and in contractors, consultants, and financial institutions involved in major projects. Board members, investment committee members, and senior sponsors who oversee mega and giga projects will also benefit from the course.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain what makes mega and giga projects different and why many underperform.
  • Apply techniques that produce more realistic forecasts and business cases.
  • Structure a mega project as a coherent programme of programmes with clear phasing.
  • Choose an owner organization and delivery model suited to the project's scale and complexity.
  • Establish governance and assurance that support timely decisions at scale.
  • Design contracting strategies that encourage collaboration and manage risk.
  • Anticipate market capacity and supply chain constraints and plan accordingly.
  • Manage interfaces systematically across many contracts and stakeholders.
  • Maintain an integrated view of schedule, cost, and risk across the programme.
  • Manage stakeholders, sustainability, safety, and local content effectively.
  • Use digital delivery and integrated control centers to improve visibility and decisions.
  • Plan for operational readiness and long-term legacy from the start.
