Course Overview

The Measuring Training Effectiveness & ROI Training Course equips professionals with practical methods to prove and improve the value of learning investments. In government entities, ministries, banks, oil and gas companies, and large corporations, leadership increasingly asks a direct question: what did this training change, and was it worth the cost? Attendance figures and satisfaction scores alone cannot answer that question. This course shows participants how to measure what matters, from knowledge gained and behavior changed to business results and financial return. The program is built around widely used evaluation approaches, including the Kirkpatrick four-level model and the Phillips ROI Methodology, applied in a practical, realistic way. Participants learn how to plan evaluation before a program is launched, set measurable objectives with stakeholders, collect credible data, isolate the effects of training from other factors, convert results into monetary values where appropriate, and calculate ROI and benefit-cost ratios. Equal attention is given to non-financial outcomes, such as compliance, safety, service quality, and employee capability, which are often the most important results in public sector and regulated environments. Throughout the course, participants work on a real program from their own organization. They leave with ready-to-use tools, including an evaluation plan, data collection instruments, an ROI calculation worksheet, and an impact report template that communicates results clearly to senior leadership and decision makers.

Learning Objectives

  • Analyze the strengths and limitations of current training evaluation practices in the participant's organization and identify priority improvements on Day 1.
  • Apply the Kirkpatrick four-level model to define measures of reaction, learning, behavior, and results for a selected training program.
  • Develop measurable program objectives at each evaluation level, agreed with stakeholders before training delivery.
  • Design an evaluation plan that specifies data sources, collection methods, timing, and responsibilities.
  • Develop practical data collection tools, including post-course surveys, knowledge assessments, observation checklists, and follow-up questionnaires.
  • Apply credible techniques to isolate the effects of training, such as control groups, trend analysis, and participant and manager estimates.
  • Evaluate the fully loaded costs of a training program, including design, delivery, participant time, and administration.
  • Apply the Phillips ROI Methodology to convert business impact data into monetary value and calculate ROI and benefit-cost ratio.
  • Assess intangible benefits that cannot be credibly converted to money and present them alongside financial results.
  • Design an impact report that communicates evaluation results clearly and credibly to executives and stakeholders by the end of Day 5.

Who Should Attend

This course is designed for training and development managers, learning and development specialists, training evaluation officers, heads of training centers and academies, and HR managers responsible for capability development and learning budgets. It is also relevant for instructional designers and training coordinators who want to build evaluation into programs from the design stage. It is particularly valuable for human capital and civil service development teams in ministries and government entities that must demonstrate the value of public spending, learning teams in banks and financial institutions managing regulatory, certification, and sales training, and technical training and competency managers in oil and gas and industrial organizations where safety and operational performance are critical. Finance partners, strategy and performance management professionals, and executives who approve training budgets will also benefit from understanding how training value is measured and reported.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Select the appropriate level of evaluation for a program based on its cost, strategic importance, and stakeholder expectations.
  • Write program objectives that link learning activities to measurable behavior change and business results.
  • Build a complete evaluation plan for a real training program in their organization.
  • Design and use reliable surveys, tests, and observation tools to collect evaluation data at each level.
  • Engage line managers in measuring and supporting the application of learning on the job.
  • Separate the impact of training from other influences using credible and conservative methods.
  • Calculate the fully loaded cost of a training program.
  • Convert selected business outcomes, such as reduced errors, time savings, or productivity gains, into monetary values.
  • Calculate ROI and benefit-cost ratio and interpret the results accurately.
  • Present a concise impact report that combines financial results, intangible benefits, and recommendations for improvement.
