The Management of Change (MOC) for Plant Modifications Training Course equips engineers, operations and maintenance personnel, process safety professionals, and supervisors with the knowledge and practical skills to identify, assess, approve, implement, and close out changes to process plants safely and effectively. In oil and gas, refining, petrochemical, chemical, power, water, and other industrial facilities, modifications to equipment, technology, chemicals, operating limits, control systems, procedures, and organizations are a constant part of plant life. Many major industrial accidents have been linked to changes that were not recognized as changes, were poorly assessed, or were implemented without updating documentation, training, and safeguards. The course provides a practical, step-by-step approach to MOC based on recognized process safety management regulations and industry guidance. Participants learn what constitutes a change, how to distinguish replacement in kind from change, and how to manage permanent, temporary, and emergency changes, including changes to control systems, software, safety instrumented systems, and organizations. The program covers the full MOC workflow: initiation, screening and classification, hazard identification and risk assessment, technical and multidisciplinary review, approval authorities, implementation, updating of process safety information and procedures, training and communication, pre-startup safety review, and closeout. Participants also learn how to manage temporary change expiry, monitor MOC performance through key indicators and audits, and avoid common MOC failures. The course is delivered through case studies of incidents linked to change, practical MOC scenario workshops, and review of sample MOC packages. Participants leave with an MOC procedure outline, a change identification and screening checklist, a risk assessment selection guide, an MOC review and approval template, a pre-startup safety review checklist, and an MOC performance and audit checklist.
