Course Overview

The Local Content & In-Country Value Management Training Course gives oil and gas professionals a practical understanding of how governments, national oil companies, and operators use local content and in-country value (ICV) to retain more of the economic benefit of petroleum activity within the host country. It explains why these requirements exist, how they shape commercial decisions, and how to turn policy commitments into measurable results. Participants compare the main policy instruments used around the world, including local content targets, price and evaluation preferences, mandatory local procurement, workforce nationalization, joint ventures, and technology transfer obligations. Examples such as Saudi Aramco's IKTVA program and ADNOC's ICV program are discussed conceptually to illustrate design choices. The course then focuses on execution: measuring local content through spend-based, value-added, and workforce measures; understanding certification, data quality, and verification; and building local content into tenders and contracts through bid evaluation weighting, local content plans, and reporting obligations. Participants also examine supplier development, from supplier mapping and gap analysis to qualification, financing, and mentoring, alongside skills planning, training, succession, and retention of national talent. Through case studies and calculation exercises, participants learn to monitor compliance, prepare for audits, balance local content against cost, schedule, quality, and safety, engage stakeholders, and measure long-term impact on the national economy.

Learning Objectives

  • Explain the economic and policy rationale for local content and ICV requirements.
  • Distinguish local content, in-country value, localization, and national participation.
  • Compare targets, preferences, mandatory local procurement, joint ventures, and technology transfer.
  • Assess how local content requirements affect project economics and contracting strategy.
  • Apply spend-based, value-added, and workforce measures to calculate local content and ICV.
  • Evaluate certification, data collection, and verification arrangements for reliable reporting.
  • Design tender requirements, bid evaluation weighting, and contractor local content plans.
  • Develop contract clauses for local content commitments, reporting, and remedies for shortfalls.
  • Plan supplier development through mapping, gap analysis, qualification, financing, and mentoring.
  • Develop workforce localization plans covering skills, training, succession, and retention.
  • Establish monitoring, compliance, and audit processes for local content performance.
  • Balance local content objectives against cost, schedule, quality, and safety.
  • Measure the economic and social impact of local content programs.

Who Should Attend

This course is designed for local content and ICV managers, coordinators, and analysts in national and international oil companies, and for procurement, contracts, and tendering professionals who build local content into bids and agreements. It is equally relevant to HR, nationalization, and training specialists, supplier development teams, finance staff who compile local content data, and compliance and audit professionals who verify it. The course also suits officials in petroleum ministries, regulators, and local content authorities, as well as contractors and oilfield service companies that must meet local content obligations. Professionals new to local content roles or preparing local content plans for upcoming projects will benefit most.

Learning Outcomes

  • By the end of the course, participants will be able to:
  • Explain why governments require local content and how it shapes commercial decisions.
  • Compare the main local content policy instruments and their effects on projects.
