Course Overview

The Legislative Process for Parliamentary and Government Staff Training Course is designed for the professionals who move legislation through institutions: staff of parliaments, Shura and consultative councils, cabinet secretariats, and ministry legal-affairs units. Rather than teaching how to write legislative text, it explains how a bill travels from a policy proposal inside government to an enacted, published, and reviewed law, and what each institution and official must do at every stage. Participants examine the full legislative cycle, including the government legislative program, sources of legislative initiative, cabinet approval and interministerial clearance, preparation of the submission dossier, referral to the legislative or consultative body, committee consideration, plenary stages, and final approval, promulgation, and publication. The course compares unicameral and bicameral arrangements and legislative and consultative mandates without relying on any single country's constitution. Particular attention is given to parliamentary procedure: rules of procedure, committee mandates and hearings, committee reports, the tabling and admissibility of amendments, order of consideration, quorum, voting methods and majorities, and the handling of disagreements between chambers or between the council and the government. The program also covers legislative liaison between government and parliament, from bill tracking and ministerial briefing to managing commitments given in debate, and closes with post-legislative review of how enacted laws are implemented and whether they achieve their purpose. Through process mapping, committee and plenary simulations, amendment exercises, and liaison case studies, participants will strengthen their ability to support, manage, and review the legislative process accurately, on time, and in line with institutional rules.
