This advanced course provides a practical framework for drafting clear, precise, coherent, and legally effective legislation. It focuses on the principles, techniques, and structured processes required to translate policy objectives and legal requirements into well-designed legislative texts. Participants will examine the architecture of legislation, including legislative purpose, scope, definitions, rights and obligations, powers, procedures, enforcement mechanisms, transitional provisions, and final clauses. Particular attention is given to clarity, consistency, legal precision, and avoiding ambiguity or unintended interpretations. The program also addresses the legislative drafting process from initial instructions and policy analysis through drafting, review, consultation, revision, and final quality assurance. Participants will work with practical drafting exercises to identify weaknesses in legislative text and improve its structure and legal effect. Through case-based exercises and drafting workshops, participants will develop the ability to prepare, review, and refine legislative provisions while ensuring consistency with the intended policy objectives and the broader legal framework.
