Course Overview

The ICAO Global Air Navigation Plan (GANP) & ASBU Implementation Training Course equips air navigation service provider managers, civil aviation authority planners, airspace and air traffic management professionals, and aviation modernization teams with the knowledge and practical tools needed to understand the ICAO Global Air Navigation Plan, apply the Aviation System Block Upgrades framework, and plan and implement air navigation modernization in a structured, globally harmonized way. As air traffic grows and airspace becomes more complex, states and air navigation service providers must modernize their systems to improve safety, capacity, efficiency, and environmental performance. The Global Air Navigation Plan and its Aviation System Block Upgrades provide the internationally agreed strategy and roadmap for this modernization, enabling global interoperability and guiding national and regional air navigation planning and investment. The course covers the Global Air Navigation Plan and Aviation System Block Upgrades from strategy to national implementation. Participants learn the purpose and structure of the Global Air Navigation Plan, its conceptual and technical roadmaps, the global aviation performance framework and key performance areas, and the relationship with regional and national air navigation plans. The program then addresses the Aviation System Block Upgrades framework, including its structure of performance improvement areas, threads, blocks, and modules, and the main performance improvement areas covering efficient flight paths, globally interoperable systems and data, optimum capacity and flexible flights, and efficient airport operations. Participants also examine key enablers such as performance-based navigation, trajectory-based operations, system-wide information management, communication, navigation, and surveillance modernization, and digital and remote services, as well as conducting a gap analysis against current capability, prioritizing and selecting modules, developing a national or organizational air navigation implementation plan, aligning with regional plans, business cases and investment, stakeholder coordination, and monitoring implementation progress and benefits. The course is delivered through roadmap and framework walkthroughs, gap analysis and module prioritization workshops, implementation planning exercises, and case studies of modernization programs. Participants leave with a Global Air Navigation Plan and Aviation System Block Upgrades reference guide, a capability gap analysis template, a module prioritization and selection tool, an air navigation implementation plan template, and an implementation monitoring and benefits template.
