Course Overview

The Hospital Incident Command & Mass-Casualty Preparedness Training Course focuses on the hospital as a whole when a major incident or disaster strikes. Rather than general organizational emergency planning or the daily management of emergency department flow, the course addresses how a hospital activates incident command, expands surge capacity, receives large numbers of casualties, evacuates or shelters in place, and supports mass-gathering events. Hospitals face a distinctive challenge: they must keep caring for existing patients while absorbing a sudden influx, often with damaged utilities, stretched staff and intense public attention. Participants examine all-hazards planning, hazard vulnerability analysis, the hospital emergency operations plan, activation triggers and the structure of a hospital command center supported by clear job action sheets. The course gives particular attention to the administrative side of surge and mass-casualty response, including bed creation, staff call-in, supplies, patient tracking, family information, coordination with ambulance services and health authorities, and planning for pilgrimages, sporting events and other large gatherings. Evacuation, shelter-in-place and continuity of critical hospital services are treated as planning and management decisions. Throughout the program, participants design and evaluate hospital-specific tabletop, functional and full-scale exercises, write after-action reports and build improvement plans. By the end of the course, they will be able to review their hospital's readiness, close planning gaps and lead coordinated decisions under pressure.

Learning Objectives

  • Conduct a hospital hazard vulnerability analysis that ranks threats by likelihood, service impact and preparedness.
