Course Overview

This practical course provides a structured framework for health technology assessment (HTA) and health economic evaluation as tools for evidence-informed formulary, coverage, and purchasing decisions. It focuses on how ministries, payers, hospitals, and pharmaceutical companies judge whether a new medicine, device, or program offers value for money within a limited budget. The program examines HTA processes and governance, decision-problem scoping, appraisal of clinical and real-world evidence, cost-effectiveness and cost-utility analysis, decision modeling, uncertainty analysis, and budget impact analysis. It also covers how findings are translated into recommendations, pricing negotiations, and managed entry agreements. Participants will develop the ability to read and challenge economic submissions, interpret incremental cost-effectiveness ratios and quality-adjusted life years, test model assumptions, and estimate affordability. Particular attention is given to transparency, stakeholder input, and consistency of decision criteria. Through evidence appraisal exercises, simplified models, committee simulations, and case studies, participants will strengthen their ability to prepare, review, and act on health technology assessments with confidence.

Learning Objectives

  • Explain the purpose, scope, and governance of health technology assessment in coverage decisions.
  • Define the decision problem and assessment scope using structured frameworks.
  • Appraise the quality, relevance, and certainty of clinical evidence for decision-making.
  • Interpret systematic reviews, meta-analyses, and indirect treatment comparisons.
  • Evaluate the role and limitations of real-world evidence in assessments.
  • Distinguish the main types of economic evaluation and their appropriate use.
  • Identify, measure, and value costs and health outcomes from a defined perspective.
  • Interpret quality-adjusted life years, incremental cost-effectiveness ratios, and decision thresholds.
  • Review the structure, inputs, and assumptions of decision-analytic models.
  • Apply sensitivity and scenario analysis to characterize decision uncertainty.
  • Estimate the affordability of new technologies through budget impact analysis.
  • Translate assessment findings into formulary, pricing, and managed entry recommendations.

Who Should Attend

This program is designed for formulary and pharmacy and therapeutics committee members, health technology assessment officers, payer and purchasing managers, insurance benefit managers, and reimbursement specialists. It is also suitable for pharmaceutical and medical device professionals in market access, health economics, pricing, and medical affairs who prepare value dossiers and economic submissions. The program is particularly relevant to professionals in ministries of health, regulatory and pricing authorities, public and private insurers, hospital groups, procurement agencies, and pharmaceutical companies responsible for coverage, pricing, and resource-allocation decisions.

Learning Outcomes

  • Describe how health technology assessment supports value-based coverage and purchasing decisions.
  • Formulate a clear decision problem for assessing a medicine, device, or program.
  • Critically appraise clinical trial evidence and summarize its certainty for a committee.
  • Judge the suitability of indirect comparisons and real-world data for local decisions.
  • Select an appropriate economic evaluation method for a given decision.
  • Calculate and interpret incremental cost-effectiveness ratios and dominance.
  • Assess the transparency and quality of economic submissions against reporting standards.
  • Identify the key assumptions driving the results of a decision model.
  • Interpret deterministic and probabilistic sensitivity analysis results.
  • Prepare a budget impact estimate that reflects local population and uptake.
  • Draft evidence-based recommendations, listing conditions, and managed entry options.
  • Contribute to stronger HTA processes and governance within their organization.

Course Outline

Day 1

Health Technology Assessment Foundations & Decision Frameworks

  • Purpose and scope of health technology assessment

  • HTA institutional models and governance arrangements
  • Links between HTA, registration, pricing, and reimbursement
  • Decision criteria: added benefit, cost, affordability, and unmet need
  • Scoping the decision problem with the PICO framework
  • Stakeholder roles and evidence submission processes
  • Transparency, conflicts of interest, and appeal mechanisms
  • Practical Application: Scope an assessment and define the decision problem for a new medicine
Day 2

Clinical Evidence Appraisal for Coverage Decisions

  • Hierarchy and sources of clinical evidence
  • Systematic reviews and evidence synthesis
  • Critical appraisal of randomized controlled trials
